Call for EU NDICI Project Consultancy for Campaigning (Re-advertised)

 

Project Title: “Building Capacity of Civil Society Organizations on Supporting Marginalized Populations to Access to Public Services and Respond to Global Warming”  

With the support of European Union (EU), ActionAid International (Thailand) Foundation (AAITF) is implementing a consortium approach along with two co-applicants: Chumchonthai Foundation (CTF) and Northern Development Foundation (NDF). Additionally, three third parties are involved as sub-grantees-- CSOs and Youth Groups working in areas of ethnic minority groups (Kareni, Chao Le), small-scale farmer, as well as women. The project aims to design and advocate for state policies and measures, and to develop muti-stakeholder partnerships that promote, and scale community-led projects focus on inclusive socio-economic development and natural resources management initiatives and models. The project objectives to develop opportunities for multi-stakeholder partnerships in supporting community-led inclusive socio-economic and natural resources protection. This project will response to 54 targeted villages, 4,200 households, 14,000 marginalized populations, including final beneficiaries are over 470,000 stateless people, 11,000 sea gypsies (Chao Le), 226,773 populations in Mae Hong Son province, and 7,000 women and youth who live in poverty, targeted in 6 provinces; Mae Hong Son, Phang Nga, Ranong, Satun, and Bangkok and Pathumthani. This project aims to strengthen CSOs and local networks in supporting marginalized populations in access to public services and repond to impacts of global warming. It also objects to ensure that the marginalized communities will be reached by CSOs working on improving access to public services and natural resources that increased people participation and awareness and influence in policy design and action in practices.

Objectives:

  • To design and conduct a campaign to promote state services and uphold the rights of marginalized populations regarding habitat, health, inclusive socio-economic opportunities, and natural resources in the context of global warming.
  • To advocate for and raise awareness among the target audience about the rights of marginalized populations concerning habitat, healthcare, social welfare and protection, inclusive economic opportunities, and natural resources management in response to global warming.
  • To encourage engagement among the target audience on online platforms regarding “promoting state welfare and upholding the rights of marginalized populations concerning habitat, healthcare, inclusive socio-economic opportunities, and natural resources in the context of global warming in Thailand”

 

Scope of work:

Target areas: six target provinces: Mae Hong Son, Bangkok, Pathumthani, Satun, Phang Nga and Ranong province, where the provincial and national campaign will be rolled out and reached through marginalized population, CSOs, local authorities, media, government agencies, policymakers, and relevant institutes.

The consulting firm will deliver the following main activities:

  • Develop a communication and campaign strategy, along with implementation plan, included a detailed breakdown of activities, approaches, techniques, locations, timelines, and responsible person.
  • Develop multimedia awareness-raising materials, including infographics, social media content, and other communication tools according to the campaign’s objectives.
  • Lead the organization of events and activities to promoting state welfare and upholding the rights of marginalized populations regarding habitat, healthcare, inclusive socio-economic opportunities, and natural resources in the context of global warming in Thailand.
  • Provide technical advice to the project staff as required in relation to influencing policy advocacy and national campaigning strategies.
  • Have regular meetings at least twice a month with AAITF and the project management team to follow up any progress and emergency.
  • Develop key activities and performance reports including challenges and adjustment to ensure the effectiveness and efficiency of project communications and campaigns.

 

Expected Outcomes:

  •  An online and on-site campaign were designed and implemented to promote state welfare and uphold the rights of marginalized populations regarding habitat, healthcare, inclusive socio-economic development, and natural resource management in the context of global warming in Thailand.
  • The target audience gained greater awareness of the rights of marginalized populations regarding habitat, healthcare, social welfare and social protection, inclusive economic development, and natural resource management in response to global warming.
  • The target audience on both online and on-site platforms improved engagement in promoting state welfare and upholding the rights of marginalized populations regarding habitat, healthcare, inclusive socio-economic development, and natural resources in the context of global warming in Thailand.

 

Technical Proposal: the consulting firm shall develop proposal included the following aspects:

  • Your company’s understanding, proposed approach and overall plan to the assignment
  • Your company’s expertise and experience in delivering similar campaigns and assignments, especially NGO and INGO projects with proven sample publications of communications and campaign materials to marginalized target groups
  • List of team members with detailed CV
  • Proposed budget to deliver the assignment, with breakdown to key activities and deliverables as specified in the scope of work

 

Duration of the campaign: December 2024 – December 2027

Estimated Budget: 43,834.20 EUR (1,534,197 THB)
