Terms of reference for consultant to produce the STEM - DRR/CCA training kits for students (Year 3)
1. Project Background
Innovating Disaster Management for Safe Schools, Plan International Thailand, aims to enhance comprehensive school safety focused on disaster risk reduction (DRR). The project’s objectives are to equip targets with knowledge, raise awareness, and reduce disaster risk. In addition, this initiative targets students, teachers, and educational staff in the northern provinces of Thailand. The project, based on the Comprehensive School Safety Framework 2023-2030 (CSSF 23-30), emphasizes Pillar 1: Safer learning facilities, Pillar 2: School safety & educational continuity management, and Pillar 3: Risk reduction and resilience education. Furthermore, the project also advocates for a gender-transformative approach, ensuring equal opportunities for girls in education which is free from gender-related constraints.
The project aims to develop the capability of the targets to prepare, manage, and reduce the disaster risks for targeted students in the northern region. STEM Education (Science, Technology, Engineering, and Mathematics) and computer coding will be integrated into school learning plans to encourage students to develop school safety prototypes by themselves. In this context, the project places great importance on prevention and mitigating the impact from 1.) Natural disasters that are relevant in the northern provinces’ context 2.) Climate changes and 3.) Other hazards that may occur within the targeted school areas.
2. Purpose for the STEM - DRR/CCA training kits
To produce training kits for disaster prevention and risk reduction, climate change adaptation, and other hazard preparedness, using a STEM education and computer coding approach for upper primary and lower secondary school students.
3. Overall Methods
3.1 Consultant and Plan International Thailand (PIT) collaboratively design training kits for disaster prevention, climate change adaptation, and other hazard preparedness. Moreover, the design needs to be aligned with the PIT and donor guidelines. The STEM–DRR/CCA training kits will be used in implementing activities.
3.2 Consultant and Plan International Thailand collaboratively conduct meetings with The Educational Service Area Office" ESAO, school directors, and relevant teachers to inform and clarify the guidelines for producing the training kits.
3.3 Consultant oversees the production of training kits, manuals, and instruction videos as committed with Plan International Thailand.
3.4 Consultant and Plan International Thailand collaboratively design the exhibition showcasing the prototypes from the targeted students.

5. Ethics and Child Protection
Plan International Thailand and hired consultant committed to ensure the rights of those who participating in developing content, data collection or analysis are respected and protected, in accordance with our Plan International’s Ethical Framework and Child and Youth Safeguarding Policy. The developing content and data collection team will be briefed on the child and youth safeguarding policy and sign on consent form before the developing content curriculum module, M&E tool in CSSF and/or data collection taking place. The personal data of the interviewees and participants will be kept as confidential and will not be publicized.
