Location:                Chiang Mai, Thailand

Contract period:    One year with a possibility of renewal.

BACKGROUND

In recent decades, the spillover of infectious agents from animals to humans has profoundly affected the health of people, animals, and the environment. To combat future pandemic threats, the Southeast Asia One Health University Network (SEAOHUN) was founded in 2011 with support from the U.S. Agency for International Development. Its mission is to cultivate a resilient and skilled One Health workforce capable of preventing, detecting, and responding to infectious disease threats through exceptional education, research, and training provided by its member universities.

Since its inception, SEAOHUN has expanded from 10 founding universities in Indonesia, Malaysia, Thailand, and Vietnam to over 112 institutions across eight countries, including Cambodia, Lao PDR, Myanmar, and the Philippines. Our member universities encompass a diverse range of disciplines that connect the health of humans, animals, and ecosystems.  SEAOHUN's regional programs foster collaboration among member countries, with a strong focus on enhancing One Health education and research. Initiatives include developing core and technical competencies in One Health, implementing competency-based education, and building research capacity to support evidence-based advocacy. Additionally, we promote One Health student clubs and various experiential learning activities.

Based in Chiang Mai, Thailand, the SEAOHUN Secretariat serves as the coordinating body for all country networks. It manages subawards, facilitates governance structure and its operations, conduct regional activities, and strengthens One Health University Networks through capacity-building initiatives. The Secretariat also represents the interests of country networks at global and regional forums, including the Global Health Security Agenda (GHSA) and the Southeast Asian Ministers of Education Organization (SEAMEO). Collaborations with organizations like Zoetis and Pfizer focus on tackling the rising threat of antimicrobial resistance (AMR), while partnerships with Chevron aim to enhance One Health education in the region.

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Executive Director, the Operations Manager will ensure smooth operations of the SEAOHUN secretariat, including financial management of the Secretariat, subawards and contracts with implementing partners, coordination with implementing partners on operations, human resources and operations management. S/he will supervise and provide guidance to all members of the operations team.

The responsibilities of the Operations Manager cover the following.

  • Provide financial management leadership, including budget projections, budget monitoring, and draft project budgets for administrative and technical costs, and maintain strong communications with implementing partners and other stakeholders.
  • Prepare grant and contract agreements in the absence of Executive Director.
  • Review budget estimates and reimbursement requests for appropriateness (allowable, allocable, and reasonable) and ensure that implementing partners and grantees are in compliance with established administrative and financial policies, procedures, and sound business practices.
  • Prepare monthly expense reports for submission to the donors and relevant parties, and coordinate with the program team to prepare payments and advance requests as needed.
  • Oversee all financial and accounting procedures and ensure that they are in compliance with Thai law and donors’ rules and regulations.
  • Establish financial controls and systems for subawards and contracts including financial monitoring and report tracking.
  • Lead the Operations team for internal and external audits, preparing audit responses and ensuring implementation of accepted recommendations.
  • Act as human resources focal person overseeing a recruitment of staff and providing an orientation to new employees, including BambooHR administration.
  • Ensure that SEAOHUN operations policies and procedures are up-to-date and followed by all employees.
  • Ensure compliance for the issuance of consulting service contracts, work agreements, and purchase orders.
  • Perform other tasks as assigned and needed for project success

 

QUALIFICATIONS AND REQUIREMENTS

  • Master’s degree from a recognized college or university with a major study in business administration, management, finance, or related field. One of the degrees related to finance is required.
  • At least five (5) years of relevant experience within an international development context, and a demonstrated ability to create and maintain effective working relations with international organizations, and NGO/or partners, private sector partners, and host country governments (including senior government officials) in an international development context;
  • Minimum of three (3) years of demonstrated senior/mid-level leadership (e.g., Operational Lead, Manager, Technical Lead, Deputy Director), preferably in One Health related programs.
  • Experienced with accounting systems, preferably with public university accounting systems, within the Southeast Asian context.
  • Experience with financial management including developing and monitoring budgets and financial reporting is required.
  • Experience working with USAID granting requirements and rules and regulations is strongly preferred.
  • Excellent project management skills with demonstrated experience in managing operations with attention to detail.
  • Proven ability to concurrently handle and prioritize multiple tasks for multiple projects.
  • Proven communication skills, both in written and orally. This includes networking, negotiation, and diplomatic skills.
  • Self-starting, ability to take initiatives and work with minimal supervision are required.
  • Ability to work both independently and in a team in a multicultural environment is necessary.
  • Experience working in Southeast Asian countries is preferred.
  • Skills in Microsoft Office/Google and email applications and internet navigation are required.
  • Skill in QuickBooks is an asset.
  • Fluency in Thai and English is required.
