Terms of reference for a Project Supply Chain Consultant to support the implementation of final-phase and closure activities of the FAIR Fish Project

 

I. About Plan International

The Fostering Accountability in Recruitment for Fishery Workers Project (FAIR Fish) is an effort to reduce forced labor and human trafficking in the seafood-processing sectors of Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL). The FAIR Fish project is led by Plan International, an NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) among fisherfolks and seafood processors in Thailand, Cambodia, Indonesia and the Philippines. Project implementation started in January 2019 and will end in December 2024.

 

II. Background

The FAIR Fish Project is approaching the end of its implementation period. In a bid to complete the implementation of all planned activities, including the project closure and office closure by December 2024, the project need additional team members to support our implementation.

 

III. Objective of the TOR

The project is looking for a consultant to

  1. support the procurement of products and services for the implementation of the project’s planned activities, including project closure and office closure activities;
  2. support the disposal of the project’s inventories according to the project’s compliance requirement, and
  3. support the preparation of documents on project spendings to meet compliance requirement of Plan International and the United States Department of Labor. 

 

IV. Tasks

The selected consultant is expected to:

  1. Attend two days onboarding session on the project’s expectation on consultancy services, relevant compliance requirement, activity timeline, and timesheet recording and payment process;
  2. Support the procurement of products and services for the FAIR Fish project’s planned activities from June to December 2024, such as products and services for organizing trainings or onsite forums;
  3. Ensure the procurement is in line with Plan International ‘s operations and financial procedures, and that it is processed through SAP application;
  4. Support the disposal of the project’s inventories according to the project’s compliance requirement;
  5. Support the preparation of documents on project spendings to meet compliance requirement of Plan International and the United States Department of Labor, and
  6. Submit timesheets with records on tasks completed in English for approval by authorized persons in Plan International on the monthly basis.

 

V. Timeline

Activities under this TOR are expected to start in November 2024 and be completed by December 2024.

The consultant can work remotely with occasional onsite presence to provide onsite support to the project. The consultant is expected to meet with the FAIR Fish Project team on a weekly basis, mostly virtually through an online meeting application.

 

VI. Payment

Plan International will pay the consultant according to the agreed professional fee per day and level of efforts recorded in monthly timesheets. Plan International will disburse the payment after the consultant’s monthly timesheet is approved by an authorized representative of Plan International USA, and after receiving an invoice from the consultant.

 

VII. Ethics and Child Protection                  

Plan International is committed to ensuring that the rights of those participating in data collection or analysis are respected and protected in accordance with our Ethical MERL Framework and our Child and Youth Safeguarding Policy.

 

VIII. Qualifications

Candidates should have the following qualifications:

  • Solid experience related to the procurement process of development projects in international development organizations funded by the United States (US) Government.
  • Experience in office closure and assets disposal for projects funded by the US Government.
  • Ability to read project documents and guidelines in English, and submit deliverables in professional-level English.
  • Native-level fluency in Thai.
  • Excellent interpersonal communication skills and the ability to demonstrate respect for people with diverse socio-economic backgrounds and beliefs.
  • Familiarity with the usage of Enterprise Resource Planning (ERP) system, especially SAP application, for purchase requisition and purchase order process.
  • Familiarity with activity implementation process by NGOs in Thailand is a plus.
  • Familiarity with labour migration issues is a plus.

 

IX. How to apply?

      • Daily professional fee;
      • Supportive documents justifying the proposed professional fee, such as evidence of payments received recently.
  • The selection of consultants will be done through application reviews and candidate interviews.
