Background of the project

Founded in 1933, International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureauof Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States. RSC Asia is based in Bangkok, and field office in Mae Sot Thailand, with a sub-office in Malaysia and Bangladesh.

Scope of work

  • Provide childminder services to the children of refugee applicants.
  • Maintain a set hygiene standard for the children of refugee applicants as well as the childminding room and all equipment.
  • Sanitize toys and play equipment.
  • Prepare learning materials that are age appropriate.
  • Facilitate childminder room activities such as diaper changing training for parents.
  • Interact with the children in appropriate way
  • Maintain attendance records of children.
  • Attend to the personal hygiene of each child, including changing diapers and washing hands
  • Maintain a safe environment and child safety based on safety standards set by the program
  • Maintain confidentiality of refugee information per program guideline
  • Work cooperatively and effectively as a team member by communicating and contributing information on a continuous basis
  • Request for supply for childminding room when needed.
  • Attend training as available/requested.
  • Report any problems RSC Asia staff at the site or program support officer.
  • Follow RSC guideline for contractor
  • Perform other duties as assigned.

Deliverables:

  • The contractor will provide childminder services as agreed by both parties when scheduling an assignment. Childminder services include monitoring children’s behavior, distributing snacks, leading activities, taking roll call, and reporting incidents to RSC staff on duty.
  • The contractor will perform the assignment in accordance with the terms of this Agreement.
  • The contractor shall inform IRC of any deviation from any term of this Agreement and of any cause which renders Contractor unable to perform accordingly.
  • The contractor acknowledges the importance of all established written policies of IRC applicable to vendors and/or other service providers, particularly including without limitation those relating to conduct, IRC’s mandatory reporting policies, and IRC’s security policies and procedures. Contractor agrees to thoroughly read all such Policies as they exist as of the date hereof, as well as to thoroughly read all such Policies on announcement by IRC, and to immediately alert IRC if Contractor does not understand any part of such Policies. The contractor agrees to strictly abide by and follow all such Policies.

 

 

Payment Rate and Schedule:

The Service Fee for all services rendered shall be as follows. Contractor must provide satisfactory proof of address to the IRC prior to the start of an assignment to claim a remote worksite pay rate. Any other rate of payment must be approved in writing by both parties prior to the start of the assignment.

  1. Contractor shall submit an invoice and timesheet signed by the IRC supervisor for services fees.
  2. Contractor shall submit their timesheet and invoice within 7 working days. And payment will be made by bank direct deposit. IRC reserves the right to investigate any questionable invoice, and IRC shall have the right to withhold payment indefinitely, until such invoice is approved by IRC. It is recommended but not required that childminders open a bank account at Kasikorn Bank for payment purposes.
  3. Contractor shall fulfill all required tax registration and shall provide all such registration information and documents to IRC, as IRC may reasonably request. In paying Contractor’s invoice, IRC may withhold for taxes as may be required by law, and shall provide withholding certificates to Contractor, accordingly.

Requirements:

Education: Middle School Diploma or equivalent professional experience

Work Experience:

  • Experiences with childminder services.

Demonstrated skills:

  • Must be able to work with children.
  • Fun, energetic, and flexible, with a positive attitude.
  • A good command of native language as well as English if possible.
  • Ability to multitask and manage time well.
  • Sound judgment and strict confidentiality.
  • Experience working as a childminder is an advantage.
  • Ability to communicate in other relevant languages is an advantage.

Language Skills:

  • Thai language, with the ability to speak Karen language or Burmese language is an advantage.
