Job Title: Procurement Officer

Position Type: Full time

Location: Chiang Mai, Thailand

 

Background

The United States Agency for International Development (USAID) requires implementation support to manage the Community Resilience Program (CRP), a program based in Chiang Mai, Thailand, supporting activities aimed at sustaining and strengthening community resilience across the region.

 

About the Role

CRP seeks a knowledgeable and organized Procurement Officer to support program operations by managing procurements in compliance with Chemonics and USAID regulations. This role involves coordinating closely with the Grants Management Unit (GMU) and program staff to ensure timely, cost-effective procurements that meet program needs. The Procurement Officer will be responsible for overseeing procurement documentation, supplier relationships, and asset management. The ideal candidate has experience in donor-funded programs and is skilled at ensuring transparency, efficiency, and quality in procurement processes. The Procurement Officer will report to the Procurement Manager.

 

Key Responsibilities

  • Coordinate with members of the Grants Management Unit (GMU) regarding specifications for programmatic procurements.
  • Establish and maintain asset and inventory registry, including equipment allocation and maintenance, and disposition of assets in accordance with Chemonics and USAID regulations. 
  • Determine the most reasonable, fair, and expeditious procurement option for each item or service procured, in compliance with all relevant policies and procedures, and the established field procurement manual.
  • Respond to procurement requests from the program staff related to supplies, materials, and other items for program beneficiaries and activities.
  • Participate and stay informed of the strategic programmatic objectives to support the development of budgets with realistic procurement timelines and budgets aligned with the intent of the initial activity design.
  • Issue bid invitations and Request for Quotes (RFQs).
  • Ensure all procurements are fully and transparently documented through purchase requests, purchase orders, request for quotation, Comparative Statements, Bid Analysis, Invoices, and Delivery Reports. 
  • Ensure all procurements are done in timely and cost-effective manner, and at the best value possible, while maintaining product quality. 
  • Review procurement documentation and check for accuracy and compliance with Chemonics & USAID policies and procedures. 
  • Maintain a database of reliable suppliers for different categories of supplies, services, and goods. 
  • Maintain a procurement filing system for bids and tenders. 
  • Any other duties as assigned by the Procurement Manager.

 

Qualifications:    

  • Bachelor’s degree in Procurement management, business administration, finance, accounting, or another relevant field required.
  • Minimum three (3) years of experience working with procurement and acquisition processes on donor funded projects required. 
  • Experience maintaining professional relationships with local counterparts, beneficiaries, contractors, and suppliers. 
  • Strong organizational and attention to detail skills, and the ability to handle multiple priorities in a fast-paced environment. 
  • Strong communication skills as well as proactive problem-solving abilities independently and with teams, a strong service orientation, and interpersonal skills, self-awareness, and emotional intelligence. 
  • Ability to work independently and within a team to meet deadlines. 
  • Ability to work effectively and harmoniously under pressure in a stressful environment and with colleagues from different cultural and professional backgrounds. 
  • Strong written and verbal communication skills in English and Thai.
