Background
The Program Manager for the Kaeng Krachan Forest Complex (KKFC) Wildlife Conservation Project will oversee all aspects of the project to ensure the successful achievement of its objectives. The KKFC is a UNESCO World Heritage Site, recognized for its rich biodiversity and being home to several endangered species, including the Indochinese tiger, Asian elephant, and numerous other wildlife species. The project is pivotal in safeguarding this critical habitat against the growing threats of illegal wildlife trade, habitat degradation, and human-wildlife conflict. The primary goals of the project include strengthening law enforcement and anti-poaching patrols through the use of the SMART Patrol tool, conducting comprehensive research and monitoring of tiger populations and other key wildlife species, and implementing strategies to reduce human-elephant conflict around Kuiburi and Kaeng Krachan National Parks. The Program Manager will be responsible for planning, implementing, monitoring, and controlling project activities according to donor commitments and effectively managing project resources, including finances, assets, and personnel.
Major Duties and Responsibilities
Develop and implement workplans consistent with KKFC objectives and the WWF Thailand 5 year strategy.
Ensure that all project activities align with the project’s objectives and donor requirements.
Lead and implement strategies to reduce human-elephant conflict around Kuiburi and Kaeng Krachan National Parks.
Collaborate with local communities, government agencies, and other stakeholders to promote coexistence and sustainable solutions.
Monitor project activities to ensure the project attains its objectives in a cost-effective, efficient, and timely manner.
Provide strong, transparent leadership to the KKFC project team to achieve successful completion of goals.
Manage the budget with the Conservation and Finance departments to guarantee the financial accountability and transparency of the project budget.
Track expenditures, ensure cost-effectiveness, and prepare financial reports to meet donor requirements and organizational standards.
Participate in and advise the team on project activities e.g. protected area management, patrol enhancement, DNP staff development, community enforcement and habitat improvement.
Build and maintain strong relationships with key stakeholders, including government agencies, local communities, NGOs, and donors.
Represent the project in meetings, workshops, and conferences, effectively communicating project goals, progress, and achievements.
Ensure effective communication and coordination between all project partners and stakeholders.
Work with WWF M&E to develop and implement monitoring and evaluation frameworks to track program impact and progress.
Work closely with the ESSF Manager in identifying potential risks to the program and developing mitigation strategies.
Prepare comprehensive reports on program activities, outcomes, and lessons learned for internal and external stakeholders.
Respond to evolving circumstances and promptly relate any challenges to the Deputy Conservation Director, Conservation Director, and/or Chief Executive Officer.
Support other work as required.
Required Qualifications
Advanced degree in conservation, forestry, natural resource management or related fields.
5 years in wildlife conservation, protected area management, field biological survey, ecology, or project management.
1-3 years as project manager of a complex project with several team members.
Experience in scientific-based research analysis, project management, and proposal development.
Strong leadership abilities and effective communication skills in diverse culture settings.
Good communication in Thai and English.
Working Relationships
Internal
Deputy /Conservation Director – Provide frequent up-to-date information about project progress.
Project Team – Delegate and plan overall project timeline and operations.
WWF International Offices – Maintain open and informative communication and knowledge sharing.
Finance Division – Keep the budget updated according to donor's agreed funding stipulations.
Communications and Fundraising -– Provide up to date information to support these departments in their roles
Human Resources and Administration Division – Provide clear guidelines for KKFC recruitment needs, support HR sponsored training and provide other support as needed.
External
Department of National Parks, Wildlife, and Plant Conservation and other government agencies – Collaborate with government staff to achieve successful project operation and comply with government regulations.
Donors – Work with the conservation department to supply information to donors.
