1. Background
The "Project for Enhancement of Property Valuation Capacity in Thailand" is a technical cooperation project jointly implemented by the Property Valuation Standards Division (PVSD), Treasury Department, Ministry of Finance, Kingdom of Thailand, and the Japan International Cooperation Agency (JICA). The project officially commenced in November 2022 and is scheduled to run for three years.
In Thailand, the Land and Building Tax Act came into effect in 2019. Under the previous law, the tax base was determined by the rental value of the property. However, under the new act, the tax base is the assessed value of the property. As a result, the Property Valuation Standards Division (PVSD) and the Property Valuation Department (PVD) are now responsible for property valuation and must effectively communicate the valuation process to taxpayers and citizens.
This project aims to enhance the efficiency and accuracy of property valuation carried out by PVSD and PVD in selected pilot areas. Through technical assistance, knowledge exchange, and capacity building, the project seeks to establish a robust and reliable valuation system, contributing to sustainable economic development in Thailand.
2. Position, working information, salary rate, nature of work performed and duration of employment
2.1 Position and Working information
- Title: Project Assistant
- Place of duty: mainly works at Property Valuation Standards Division (PVSD), Treasury Department, with occasional travels to outside Bangkok. Address: No. 26 Soi Pradiphat 6, Phayathai Subdistrict, Phaya Thai, Bangkok 10400
- Normal working hours: 8:30 to 16:30 (lunch break from 12:00 to 13:00) from Monday to Friday, except Public Holidays.
- Employment period: from the start date of employment until November 2024 (the detailed date will be decided based on mutual consensus)
- The probation period is one month.
2.2 Wage rate and Benefit
- 25,000 – 40,000 Baht (depending on the experience and qualification)
- Social insurance, overtime allowance, business trip allowance, annual leave and sick leave
2.3 Nature of work
The Project Assistant’s main responsibility is to support the following tasks under the Project:
- Provide administrative assistance to the JICA experts regularly, such as making appointments for the JICA experts, arranging transportation and accommodation for project activities, reading and filing the correspondences both incoming and outgoing, keeping a record of communications and business transactions, assisting executing procurement and payment for the Project, creating accounting documents, preparing and maintaining accounting records, and dealing with phone calls and postal matters.
- Prepare necessary documents and execute necessary logistic arrangements for Joint Coordination Committee
- Prepare for the JICA mission from Japan, including selection of sites to be visited and preliminary planning documents.
- Communicate and coordinate regularly with relevant parties for the Project implementation (e.g., JICA, PVSD, and other ministries/departments, universities, private sectors).
- Translate letters and documents between English and Thai as needed, interpret for the JICA experts during meetings or field visits in and outside Bangkok.
- Check news and events happening regularly across Thailand that deems relevant to the Project and keep the JICA experts posted on such developments.
- Perform other duties as assigned by the JICA experts.
3. Requirements and Qualifications
- Nationality: Thai or Japanese (the applicant must hold working visa.)
- Academic background: Minimum Bachelor’s degree (Major not specified).
- Working experience: New graduates are welcome; however, having more than 3 years of work experience is an asset.
- Language: Business level of English and Thai is required. Proficiency in Japanese is an advantage.
- High proficiency in English, preferably above TOEFL-iBT 80 or TOEIC 860 or IELTS 6.5 or equivalent capability is required.
- High proficiency in Thai, preferably above Grade2 of Thai-Go-Kentei for Japanese nationalities, is required.
- IT skills are essential, advanced Excel skill is an advantage (MS Office, Word, Excel, PowerPoint, Outlook, Teams, etc.)
- To negotiate and build good relationships with external organizations.
- To proactively gather information from internal and external sources and respond to issues on their own initiative.
- Strong communication skills to be able to work cooperatively with others.
- To be able to accommodate business travel with overnight stays.
