Title: Consultant for Rapid Assessment of Trafficking for Forced Criminality in Mae Sot

Type of Contract: Fixed Price

Duration of Contract: March - April, 2025

Closing Date: January 31, 2025, 4.00 pm.

 

Background

The U.S. Agency for International Development (USAID) Thailand Counter Trafficking in Persons (CTIP) Project implemented by Winrock International aims to reduce TIP in Thailand and to better protect the rights of trafficked persons. The USAID Thailand CTIP Project is a ten-year activity, entering its eighth year of implementation. It has primarily focused on supporting migrants from Myanmar, Cambodia, and Laos by combating forced labor and human trafficking in the construction, agriculture, domestic work, and fishing sectors.

In light of the recent increase in the number of people trafficked into Southeast Asia to work in online scam centers in Cambodia, Laos, and Myanmar, many of whom transit through Thailand, the Thailand CTIP Project has begun addressing this emerging issue and is exploring potential interventions in Mae Sot, Tak province of Thailand.

 

Assignment Summary

The consultant will conduct research and stakeholder outreach to assess the current status and identify gaps in efforts to counter trafficking for forced criminality in Mae Sot. The USAID Thailand CTIP Project aims to understand the ongoing initiatives, the responsible entities and actors, and the evidence of their impact. The consultant will produce a technical report, intended for internal use, and present the findings to a selected audience.

 

Specific tasks include

  1. Provide an overview report of the current status, gaps, and windows of opportunity in addressing trafficking for forced criminality in Mae Sot:
    • Analyze the current situation and trends of TIP for forced criminality, including statistics, victim profile, push and pull factors, hot spots, transit points, recruitment processes, and modus operandi.
    • Identify key actors, achievements, and gaps across prevention, victim protection and services, prosecution, policy efforts and its implementation.
    • Highlight opportunities and challenges and recommend impactful and feasible solutions and activities.
  2. Recommend specific activities for USAID Thailand CTIP Project to address TIP for forced criminality in Mae Sot.
  3. Develop a stakeholder directory of key relevant actors, including International/nongovernmental organization, governmental (national, provincial and district levels), private sector and others by outlining their roles they play, influence and capacity.

 

Deliverables:

  1. A technical report (maximum of 15 pages) addressing the outlined points.
  2. A PowerPoint presentation summarizing key findings from the report.
  3. A stakeholder directory and analysis, based on a Winrock-provided template.

Both the report and presentation will be in English and will remain confidential.

 

Payment and Payment Schedule

Payment will be processed upon timely submission of satisfactory deliverables, as approved by Winrock.

 

Qualifications

  • Extensive knowledge of TIP and the TIP stakeholder landscape in Thailand, particularly in Mae Sot.
  • Familiarity with the Thai operational environment and experience liaising with government officials.
  • Strong organizational skills and experience in scheduling and conducting meetings with stakeholders.
  • Ability to manage time and resources under tight deadlines.
  • Proficiency in data consolidation, analysis, and report writing.
  • Strong interpersonal skills, cultural awareness, and sensitivity.
  • Excellent written English proficiency.

 

Proposal Submission

Interested candidates should submit a proposal demonstrating their qualifications and experience in performing the tasks. The proposal must be in PDF format and submitted electronically, with all components labeled clearly. The maximum length for the proposal, both technical and cost portions together, is 10 pages (excluding annexes), single-spaced, Times New Roman Font 11.

 

The technical proposal should include the following components

  1. Cover letter.
  2. Organizational profile and institutional capacity:
    • Company profile (additional material can be placed in an annex).
    • CVs of proposed team members (included as an annex).
    • Contact information for three references who can attest to the candidate’s experience.
  3. Technical proposal: The applicant should describe their understanding of the scope of work, relevant past experience, and proposed approach in completing the tasks.
  4. Timeline: Include an illustrative Gantt (or similar) chart that outlines activities, sub-tasks, responsible parties, and timelines.
  5. Quotation.
