Consultant(s) for Community Engagement Activities
Kaeng Krung National Park

1. Background

The Eye on the Forest Project, implemented at Kaeng Krung National Park, focuses on fostering conservation efforts while ensuring community engagement and participation. To achieve project goals, effective stakeholder engagement and capacity building are critical. The National Park aims to strengthen its collaboration with communities, improve engagement strategies, and build the capacity of its officers for inclusive and participatory approaches.

2. Objectives

The main objective of this consultancy is to enhance the effectiveness of community engagement under the Eye on the Forest Project. The consultant(s) will:

1. Conduct stakeholder engagement activities and village meetings at the community level.
2. Strengthen community participation and feedback mechanisms.
3. Build the capacity of Kaeng Krung National Park officers to sustain and improve community engagement efforts.

3. Scope of Work

The consultant(s) will perform the following tasks:

1. Stakeholder Engagement Planning:
   • Identify and map stakeholders, including community leaders, local organizations, and marginalized groups.
   • Develop a comprehensive engagement plan tailored to the context of Kaeng Krung National Park.
2. Facilitation of Village Meetings:
   • Conduct at least 10 village meetings to gather input, concerns, and suggestions from communities.
   • Ensure inclusive participation, particularly from underrepresented groups such as women, youth, and marginalized populations.
3. Strengthening Engagement Effectiveness:
   • Assess current community engagement practices of the project and identify areas for improvement.
   • Propose strategies to enhance participatory decision-making and trust-building with communities.
4. Capacity Building for National Park Officers:
   • Design and deliver at least two training sessions for national park officers on community engagement principles, conflict resolution, and participatory approaches.
   • Provide practical tools and templates for effective engagement.
5. Documentation and Reporting:
   • Document all stakeholder meetings, engagement processes, and capacity-building sessions.
   • Develop a final report summarizing outcomes, key findings, and recommendations for sustained community engagement.

The consultancy is expected to be completed within 6 months from the contract's start date.

6. Consultant(s) Qualifications

The ideal consultant(s) should meet the following criteria:

1. Demonstrated experience in stakeholder engagement, community development, or conservation projects.
2. Strong facilitation skills, especially in working with diverse community groups.
3. Knowledge of participatory tools and methods, including capacity building and conflict resolution.
4. Familiarity with conservation and environmental issues in Thailand, particularly in national parks.
5. Excellent reporting and communication skills in both Thai and English.

7. Management and Reporting

The consultant(s) will report directly to the Eye on the Forest Project Manager. Regular updates will be required at agreed intervals to ensure alignment with project objectives.
