Job Title: Finance Manager 

Department : Finance                                     Job Family: Operation

Reports to:  Executive Director                      Job Grade: BG-10 

Location: Bangkok, Thailand 

Role Overview: The Finance Manager oversees all financial operations of Amnesty International Thailand, ensuring financial health, compliance with Amnesty International’s core standards, and strategic resource allocation. The role involves financial planning, analysis, reporting, and governance, as well as coordination with Amnesty International’s International Secretariat to maintain alignment with global financial practices.

Key Accountabilities/ Responsibilities: 

Finance

  • Develop and maintain strong financial controls, policies, and procedures. 
  • Oversee monthly and annual financial reporting, including budget preparation, forecasts, and statutory compliance. 
  • Manage cash flow, restricted and unrestricted funds, and minimize financial risks. 
  • Provide strategic financial advice to the Executive Director and SMT. 
  • Ensure payroll accuracy and compliance, including outsourced payroll processes. 
  • Lead audits, liaise with external auditors, and ensure compliance with tax and regulatory requirements. 
  • Support fundraising teams with financial reconciliations and reporting. 
  • Collaborate with HR and operation Manager in Financial and Legal compliance.

Coordination  with International Secretariat 

  • Act as the focal point for finance-related communication with Amnesty International’s International Secretariat. 
  • Ensure financial operations comply with Amnesty International’s global standards and policies. 
  • Provide updates on the financial status of the movement, including key challenges and opportunities. 
  • Collaborate with the Secretariat to align financial practices and reporting with global requirements. 

Governance and Compliance

  • Ensure compliance with local and international financial regulations and organizational policies. 
  • Support the preparation of financial reports and budgets for board meetings and governance reviews. 
  • Liaise with external auditors and regulatory bodies to ensure transparent and accurate financial practices. 

Risk Management 

  • Identify and mitigate financial risks to ensure the long-term sustainability of the organization. 
  • Maintain internal controls to safeguard organizational assets and prevent financial mismanagement. 

Leadership and Team Management

  • Supervise and mentor the Accountant  Officer, ensuring professional development and alignment with organizational goals. 
  • Foster a culture of accountability, transparency, and excellence in financial management. 

Education & Certifications 

  • Bachelor's degree in finance and accounting management is required.  
  • Master's degree or Professional Accounting or Financial Management qualification such as ACCA, CPA is preferable.  

Essential Experience 

  • Minimum of 5 years relevant experience, of which 3 years must be in the position of senior financial and/or operations management, preferably in the NGO sector. 
  • Strong financial analysis, reporting, and compliance expertise. 
  • Proficiency in accounting systems, MS Excel, and financial modelling. 
  • Excellent leadership, strategic thinking, and problem-solving skills.

  • Proven experience in developing, implementing and monitoring finance and administration policy, systems. 
  • Experience in establishing, organizing and maintaining comprehensive information systems. 
  • Experience of dealing with suppliers and external contacts, including the ability to pre-empt and troubleshoot issues, negotiable contracts and provide advice based upon some understanding of local contract law.  

Essential Knowledge 

  • Familiar with development and human right issues in the country. 
  • Thorough understanding of international finance and accounting systems.  
  • Knowledge of and/or experience of the Not-For-Profit, NGO and/or Development sectors. 
  • Very good knowledge of computerised accounting packages, MS-Excel. Knowledge of databases and SUN system is an advantage. 
  • Knowledge of HR systems and databases.
