Role Overview: The Human Resource and Operations Manager is responsible for leading the strategic and overseeing HR functions, day-to-day functions of human resources, operational processess, and administrative activities ion within the organization. This role ensures the organization operates effectively and efficiently, aligning its workforce and resources with its mission and goals. The position involves developing and implementing strategies to attract, retain, and motivate employees, optimizing operational processes, and maintaining compliance with organizational policies and legal standards.
Key Accountabilities/ Responsibilities:
Human Resource Management
Recruitment and Talent Acquisition
- Develop and implement HR strategies, policies, and practices aligned with organizational goals and Amnesty International’s core values.
- Manage the full recruitment cycle, including job postings, candidate screening, interviews, and onboarding.
Employee Engagement and Retention
- Create initiatives to enhance employee satisfaction, motivation, and retention.
- Conduct regular employee feedback surveys and implement action plans based on findings.
Performance Management
- Design and oversee performance appraisal systems to ensure alignment with organizational goals.
- Provide guidance to managers and employees on goal-setting and professional development.
Training and Development
- Identify skill gaps and coordinate training programs to build staff capacity.
- Support career development plans for employees, including mentorship opportunities.
Policy Development and Compliance
- Develop and enforce HR policies that reflect organizational values and comply with labor laws.
- Ensure workplace diversity, equity, and inclusion practices are integrated into HR policies.
Compensation and Benefits
- Oversee payroll, benefits administration.
Conflict Resolution and Employee Relations
- Serve as a mediator for workplace conflicts, ensuring fair resolutions.
- Foster a positive work environment by addressing grievances and maintaining open communication channels.
Sustainability and Green Office Policies
- Serve as the focal person for sustainability initiatives, ensuring these are integrated into organizational policies.
- Develop and implement green office practices, including waste reduction, energy efficiency, and sustainable procurement.
Coordination with Amnesty International Secretariat:
- Act as a primary liaison with the Amnesty International Secretariat Office to align with global operational, HUMAN RESOURCE, and sustainability standards.
- Ensure timely communication and reporting to the Secretariat on key HUMAN RESOURCE, operational, and sustainability initiatives.
Operation Management
- Oversee and enhance operational systems and workflows to ensure efficiency, compliance, and alignment with Amnesty International’s standards.
Security and Well-Being.
- Develop and implement security protocols for staff and office premises, ensuring preparedness for emergencies and crisis situations.
- Conduct regular risk assessments and security reviews to address potential vulnerabilities and improve workplace safety.
- Establish mechanisms for supporting staff mental and physical well-being, including stress management and access to support resources.
- Ensure the office environment fosters inclusivity, safety, and respect for all employees and volunteers.
- Work closely with external security services and authorities to maintain a secure working environment.
Policy Integration in Operations
- Ensure all operational processes and procedures align with organizational policies.
- Regularly review and update operational policies to reflect best practices and emerging needs.
Resource and Infrastructure Management
- Oversee the allocation and maintenance of organizational resources, ensuring adherence to policies.
- Manage procurement processes to align with sustainability and operational efficiency goals.
Compliance and Risk Management
- Monitor compliance with all internal policies and external regulations.
- Identify operational risks and implement strategies to mitigate them in accordance with organizational policies.
Budget and Financial Oversight
- Collaborate with finance teams to ensure budget planning and execution align with organizational policies.
- Identify cost-saving opportunities while maintaining adherence to policy standards.
Policy Development and Implementation
- Lead the creation, review, and implementation of all organizational policies, ensuring alignment with legal requirements, ethical standards, and the organization’s mission.
- Ensure all policies are communicated effectively to staff and integrated into daily operations.
- Monitor policy compliance across departments, addressing gaps and providing solutions to enhance adherence.
- Collaborate with leadership to develop policies related to human rights, sustainability, diversity, equity, and inclusion.
Administrative Leadership
Policy-Driven Administration
- Supervise administrative staff to ensure their activities align with organizational policies.
- Oversee logistical arrangements for events, meetings, and campaigns, ensuring compliance with relevant guidelines.
Documentation and Reporting
- Maintain accurate records of policies, employee data, and operational documentation.
- Prepare reports on policy compliance, HR metrics, and operational efficiency for senior leadership.
Support for Leadership and Governance
- Provide policy-related insights and administrative support to senior leadership.
- Assist in strategic planning by ensuring organizational policies are integrated into decision-making processes.
Education & Certifications
- Bachelor's degree or Master’s degree in human resources, Business Administration, or a related field.
- Certifications in human resource or operations management are an advantage.
Essential Experience
- Minimum 7 years of Human resource and operations management experience.
Essential Knowledge
- Comprehensive understanding of policy development, implementation, and compliance.
- Strong knowledge of human resource practices, employment law, and operational management.
- Proficiency in human resource systems and tools.
- Proven experience in developing and implementing performance management systems.
- Experience in security and safety protocols for staff and office environments
Essential Skills
- Proficiency in HUMAN RESOURCE systems, operational tools, and performance management platforms.
- Expertise in People management.
- Expertise in HR management, operational processes, and administrative best practices.
- Proficiency in policy documentation and compliance monitoring.
- Knowledge of Amnesty International’s core standards and operational principles is an advantage.
