Terms of Reference (TOR) for Cost-Benefit Analysis for transforming from monoculture systems to agroforestry models in Surat Thani province.

1. Background of services assignment/ project
The World Wide Fund for Nature (WWF-Thailand) is implementing a project on forest ecosystem restoration and increasing green spaces in residential villages located within the national reserve forests of Surat Thani Province. This initiative aligns with the government’s policy on land allocation for community use, under the supervision of the Department of Forestry. The target areas are classified based on watershed quality into two major groups: Watershed Class 1 and 2, and Watershed Class 3, 4, and 5. The project aims to restore forest ecosystems while improving the quality of life for farmers in the region by promoting agroforestry, a sustainable agricultural practice that enhances biodiversity, mitigates deforestation, and generates long-term income for local communities. The transition from traditional or monocultural farming to agroforestry is seen as a critical strategy that benefits both the economy and the environment. However, this transformation requires an in-depth analysis of costs and benefits to ensure its viability, as well as strategies to add value and process agricultural products in a manner that aligns with the community's context. Furthermore, the project emphasizes assessing various impacts, including opportunities, constraints, and carbon emissions, to support the formulation of appropriate and sustainable development plans.
The project has developed a plan to restore forest ecosystems and improve agricultural areas across Watershed Classes 1-5 through collaboration between communities and relevant stakeholders. The project also requires a comprehensive quantitative and qualitative study on the following topics:
2. Objective of the Services
2.1 To study the costs and profit of transitioning from monoculture to agroforestry in the target areas.
2.2 To analyse the potential for adding value and processing of agricultural products derived from agroforestry.
2.3 To identify approaches to increase farmers’ income through agroforestry systems tailored to the local context and available resources.
3. Scope of work/ Major responsibility
3.1 Develop the study methodology and tools, including testing, and obtain IRB approval (if required).
3.2 Conduct studies in Watershed Classes 1-5 within the project’s target villages in Tha Chana District, Surat Thani Province, covering five villages: 1. Ban Rai Yao, Village 16, Prasong Sub-district, Tha Chana District., 2. Ban Tha Mai, Village 17, Prasong Sub-district, Tha Chana District., 3. Ban Khlong Rok, Village 15, Prasong Sub-district, Tha Chana District., 4. Ban Huai Khiam, Village 22, Prasong Sub-district, Tha Chana District. And 5. Ban Klang, Village 5, Khlong Pha Sub-district, Tha Chana District.
3.3 Conduct field surveys and interviews with local communities, forestry officials, national park staff, and other stakeholders.
3.4 Collect data and use statistical analysis and additional sources to examine the costs and profit of transitioning from monoculture to agroforestry, as well as assess carbon emissions and sequestration in the target areas.

5.1) The payment of a total professional fee will be processed after completion of the consultancy tasks outlined in Section 5. In contrast, WWF Thailand shall deposit payments to the designated bank account of the service provider.
5.2) The consultant is responsible for covering the transportation and accommodation expenses related to activities outlined in section 4 functions. WWF-Thailand will only cover additional expenditures for organizing the meeting or for transporting community members to observe and share experiences in managing human-elephant conflicts outside the venue.
6. Working Relationship
6.1 The service provider shall coordinate with Kanokwan Urairak (kanokwanu@wwf.or.th) and Patiphan Sarachan (patiphans@wwf.or.th) at WWF Thailand on all matters related to this Job Order/ToR.
6.2 Other than those indicated above, this Job Order/ToR does not create an employer-employee.
