TERM OF REFERENCE
Third party title: To assist on post survey of Last Sighting, KAP survey and Socio-economic survey in Project of From Mountain to Mekong: Applying nature-based solutions to natural resource management in the Phou Xieng Thong and Pha Taem Corridor PXT-PT Corridor Project ( LTFIII project ) , Ubon Ratchathani Province.

1. Background
On January 2023, WWF Thailand began implementing a freshwater transboundary conservation project with WWF Laos in the Lower Mekong River, between Ubon Ratchathani Province in Thailand and Salavan Province in Lao PDR. The project is funded by WWF-Switzerland and aims to improve fish stocks and livelihoods in the Lower Mekong to conserve and understand the mighty River’s unique freshwater biodiversity and resources and enhance the capacity of communities, governments, and the global scientific community to manage these resources. The project also aims to build the capacity of the local community to implement sustainable fisheries management. The project will also work to engage local/provincial government institutions in the implementation of community resource agreements.
As a means to reduce pressure on fishing resources and offset the impact of fishing restriction, Strategy 2 will support fishing households, especially those with a greater portion of income generated from fisheries, to either improve current livelihood activities or diversify livelihood activities that are sufficiently climate-resilient and nature-positive. In doing so, this second intervention strategy will ensure that the enabling conditions are in place to mobilise fishing households’ support to FCZ implementation under Strategy 1. Livelihood support will include livelihood models identification, and provision of business training, marketing and micro-finance access support.
2. Objective
The Consultant will be responsible for Last Sighting, KAP survey and Socio-economic survey to achieve the project proposal , and ensure Fish Conservation Zone and all activities comply with project agreements, WWF’s contractual obligations, and donor requirements. The Consultant will take full responsibility for post survey of Last Sighting, KAP survey and Socio-economic survey of key stakeholders in 6 target community and compare results with pre survey in first year report of socio-economic for measurement of project achievement for improving fish stock and livelihoods in the target villages Lower Mekong River.
3. Scope of Work
The third party or consultant will be support on post survey in the 6 target villages as are follows :
(1) Last Sighting survey.
(2) KAP survey and
(3) Socio-economic survey to help improve local livelihoods again to measure the project performance as a project document.
4. Timeline
The consultant or Third party hiring period will be start on 1 May - August 2025 ( 4 months ) and the final report will be submit on 15 of August 2025 .
5. Qualifications
The consultant or team must have the following qualifications and experience:
Advanced degree in a relevant field, such as fisheries and socio-economic or international development.
At least 5 years of experience in business development.
Strong communication and interpersonal skills.
Experience work with business development organizations including NGOs, CSOs or CBOs
