1.  CONTEXT 

Humanity & Inclusion (HI) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict, and disaster. HI works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions, and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women, and men with disabilities. In emergencies, Hl's mandate widens to target the most vulnerable groups within any population, to ensure their equal access to appropriate relief aid.

HI opened its mission in Thailand in 1984 and has been present in the country ever since. Currently, HI operations in Thailand are focused on the Thai-Myanmar border and support to displaced persons from Myanmar. HI’s office is based in Mae Sot, Tak Province. HI’s work is focused in the following areas: 

1) Physical and Functional Rehabilitation

2) Mental Health and Psychosocial Support (MHPSS)

3) Armed Violence Reduction (AVR), including Victim Assistance and community-based Risk Education

 

2.  OBJECTIVE(S) OF THE MISSION  

To establish a Risk Monitoring Mechanism related to explosive ordnance (EO) and conflict related risks in affected areas:

  • Southeast Myanmar: Kawkreik, Kyainseikgyi townships
  • Thailand: a) Mae La. Nupo and Mae Hon Song (Site 1) refugee camps and; b) cross border in Karen and Karenni States as well as informal settlements and IDP (internally displaced persons) camps near the Thai-Myanmar border.

by working directly with community members—including implementing partners, trained facilitators, local leaders, and CBOs/CSO.

 

3.  METHDOLOGY

The mechanism will be developed with the following objectives:

  • To collect timely, accurate, and nuanced data from communities about conflict dynamics and explosive ordnance (EO) threats.
  • To ensure active contribution of local community members, particularly Karen and Karenni focal points, to the identification and monitoring of risks.
  • To produce analysis of collected data, including: High-risk behaviors and areas, vulnerable populations (e.g. displaced groups, children, etc.) as well as shifts in conflict patterns. 
  • To produce useable findings, to adapt and refine project strategies on an ongoing basis.
  • To enhance community ownership and participation, through sustained collaboration with local leaders, CSOs/CBOs, and trained facilitators. 

 

4.  DELIVERABLES

  • 5 Risk monitoring reports are produced
  • An Impact Assessment Survey 
  • Project Database established 
  • Sharing of the reports with relevant Clusters and Working Groups
  • A training (including training manual) provided to 2 project partners, CIDKP and KNED staff. 

 

5.  TIMELINE

The duration of consultancy services will be effective starting as soon as possible, until 31st December 2025. It is expected that the Consultant propose the number of days required to perform the tasks, and the associated costs. 

 

6.  BUDGET 

The applicant shall provide the technical proposal and financial breakdown related to this service with detail descriptions including taxes. HI will not cover any additional payment that are not included in the proposal. 

 

7.  APPLICATION

Interested candidates are required to apply before 17:00 (Bangkok time) 15th August 2025 at the following email address: consultancy.thailand@thailand.hi.org, indicating the subject “Consultancy Service: Development of Risk Monitoring Mechanism”.

The application shall include:

  1. A Cover letter highlighting the consistency of the experience & profile in line with the terms of references (ToR)
  2. A technical proposal related to the service requested
  3. A financial proposal: Price per day, as well as other associated costs & taxes if any
  4. The CV of the Consultant and consultancy team
  5. For Consultancy firms, the following must also be included: 
    • CVs of the team of consultants 
    • A valid Business Registration 
  6. Minimum 2 References
  7. A list of relevant documents for the contractual process will be requested in case of selection (passport/ID card, insurance, fiscal registration…) 

 

Minimum technical requirements are as follow:  

  1. Minimum of two years of professional work experience in HMA
  2. Working experiences in HMA, EORE or risk monitoring
  3. Having extensive experience in working with humanitarian organisations and local partners
  4. Working experience with persons and children with disabilities, organizations of persons with disabilities, and previous working experiences with HI will add value.

8.  EVALUATION:

Evaluation of proposals will be made by in two phases: 

  1. Administrative selection: Each proposal will first be reviewed for completeness to ensure that all required documents and information have been provided.
  2. Technical and commercial selection: Only candidates who pass the administrative screening will be considered for this stage. The proposal offering the most advantageous overall combination of the following elements will be selected:

Price – 40% weight

Qualification – 60% weight, including:

✓  30%: Relevant experience and expertise

✓  25%: Relevance of the technical offer to the Terms of Reference and deliverables

✓  5%: Consistency of the budget with the proposed technical offer

 

Due Diligence

For selected consultants based on the comparative analysis: 

HI verify that the Consultant(s) are not on donors’ sanctions lists and will thus require the NRC of all consultants (in case of consultancy firms) if not previously submitted.
