SEAMEO STEM-ED is a regional inter-governmental organization among governments of Southeast Asian countries, hosted by the Government of Thailand, with a mission to uplift the capacity and capabilities in STEM education in Southeast Asia. Duties and Responsibilities:
Reporting directly to the SEAMEO STEM-ED Programme Manager, the Specialist will support the Programme Development team in implementing STEM education programmes across all phases—including design, fundraising, proposal development, programme and activity management, stakeholder engagement, partnership development, monitoring and evaluation, reporting, and policy advocacy. The Specialist will be responsible for the dayto-day operations of assigned programmes, ensuring that all activities are planned and executed in alignment with the overarching programme objectives and timeline. S/he will monitor progress, coordinate project communications, and ensure that all stakeholders remain aligned and informed to effectively achieve project goals. Additionally, the Specialist will represent the Centre at professional meetings and conferences, prepare reports, analyses, and internal plans related to assigned initiatives, and contribute to SEAMEO-wide coordination efforts to strengthen STEM education in both formal and informal education settings.
Major Duties and Responsibilities
Programme Planning
- Apply and integrate project logical frameworks and targeted interventions that are designed to achieve the highest possible impact and align with the Centre’s vision and mission, as well as the strategic objectives of funder social investment.
- Support programme planning with a focus on 1) Promoting evidence-based approaches in programme development and design, 2) Ensuring integrity and transparency in fund utilisation and grant management, 3) Fostering inclusiveness and meaningful stakeholder engagement across relevant STEM sub-fields and institutions, and 4) Maximising programme effectiveness to achieve the highest possible impact
- Prepare programme development and implementation plans, daily operational plans, and key milestones
Stakeholder Engagement
- Foster close collaboration with multi-sector stakeholders, including the SEAMEO Secretariat, regional centres, STEM education agencies, educational personnel development bodies, and policy-making institutions across SEAMEO member countries, as well as local administrative organisations, schools, universities, and private sector partners throughout the region.
- Coordinate and manage stakeholder expectations, foster meaningful engagement, and oversee change management throughout the programme lifecycle.
- Establish and strengthen strategic linkages among key stakeholders to ensure their active involvement across all phases of programme implementation.
Programme Execution and Team Building
- Implement and monitor programme activities to ensure alignment with the approved budget, defined objectives, timeline, and anticipated outcomes and impacts
- Ensure integrity and transparency in the implementation of the programme, particularly in the use of grant funds and financial reporting
- Collect and organise relevant information, and coordinate workshops, meetings, and activities that support the programme’s goals
- Analyse, synthesise, and consolidate research findings and information to inform programme implementation and decision-making
- Promote a collaborative and respectful team culture, valuing inclusive participation from all members and partners regardless of age, gender identity, race, religion, socioeconomic status, or other backgrounds
- Support problem resolution by assisting the programme team in identifying and addressing operational challenges
- Foster ongoing communication and coordination with team members, donors, partners, and vendors to encourage collaboration, effective problem-solving, and proactive risk management
Representation, Communication, and Fundraising
- Report programme progress and outcomes to senior Centre leadership, government officials, funders, and relevant stakeholders.
- Collaborate with the communications team to design and implement communication plans tailored to diverse target audiences and strategic objectives.
- Coordinate with educators and the knowledge management team to capture lessons learned and document best practices for effective dissemination across diverse communication channels, including conferences and learning community platforms.
- Work closely with the research and evaluation team to gather evidence of programme effectiveness and present results and impact to stakeholders and policymakers.
- Support proposal development and fundraising efforts in alignment with the Centre’s strategic priorities, including developing donor engagement materials.
- Represent the programme and Centre within the broader STEM education community, including SEAMEO regional centres, development partners, and the public, ensuring alignment with Centre policies and values.
- Build and sustain partnerships with SEAMEO centres and other agencies to advance SEAMEO STEM-ED’s mission and collaborative initiatives.
- Engage in staff and committee meetings, contribute to cross-centre activities, and actively participate in professional networks supporting STEM education.
- Offer insights and recommendations to strengthen SEAMEO STEM-ED’s policies and advance its mission.
- Contribute to special programmes and cross-functional teams, supporting problemsolving, internal communication, and coordination of collaborative initiatives.
Qualifications and Experiences
- Bachelor’s degree in education or a related field
- Minimum of seven years of relevant professional experience in managing and implementing STEM education development programmes and activities
- Strong interpersonal skills, with a proven track record of coordinating and collaborating effectively with diverse partners and stakeholders in the STEM education sector
- Excellent written and verbal communication skills in both Thai and English
- Demonstrated project management expertise, with experience overseeing the full programme lifecycle
- Proven ability to build and sustain positive working relationships, and successfully collaborate with partners to achieve shared goals
- Effective planning, scheduling, and time management abilities
- Experience in risk identification and mitigation planning to ensure programme continuity and effectiveness
- Proficiency in digital technologies, as well as strong critical thinking and problemsolving capabilities
- Strong team collaboration skills, with the ability to work harmoniously in diverse, multicultural settings
