Role Purpose:
The program officer works in conjunction with other program teams to develop program, seek grants and proposals, and administer assigned program in conjunction with other program teams of Raks Thai and its partners to ensure the execution of program activities are attained in timely and accurate manner with high quality standard, and align with goals and mission of Raks Thai Foundation.
Key Responsibilities:
- Lead on proposal development, seek grants and proposals related to assigned program areas and populations, as well as explore opportunities for cross-sectoral works (e.g. gender, rights) and develop framework to address those needs.
- Administer contracts and budget of the assigned programs to ensure various program funding mechanism standards, rules and regulations are followed according to donors’ expectation.
- Coordinate with staff of program sites and partners in planning, and execution program activities in timely and accurate manner and analyze, troubleshoot program challenges.
- Provide technical guidance and maintain frequent communications with program sites staff and partners to ensure the orderly flow of information, tasks and reports.
- Assist commodity and inventory management section in managing pharmaceutical and health products, quality assurance, and documentation incidents, related the assigned program, and communicate with program sites and partners in product managements and data collection.
- Work collaboratively with DME/Data team to review and evaluate program’s status, write reports and analyses of program activities to develop high quality work standard to improve overall program performance.
- Work closely with finance & accounting team to develop, track and analyze monthly, quarterly, annually expenditures compared to project budget; ensuring the program budget projections are accurate and expenditures are properly tracked.
- Prepare, coordinate reviews, edit and disseminate program-related reports and documents including progress updates, and other documents / reports.
- Build advocacy and alliance with partners via identifying communications opportunities to raise awareness and the program impacts, includes creating connections between sub-recipients, partners, and field officers, soliciting feedback from the participants.
- Collaborate with local, national and international partners, stakeholders, consultants, donors, is feasibilities.
- Represent the Foundation in conference, meeting and any public events.
- Any other duties as assigned by Program Manager.
Qualifications:
- Bachelor’s degree or Master’s degree in international development, social sciences, public health or a related field is preferred.
- Minimum 3 years experiences in program management and program development is advantage.
- Able to handle multiple tasks by establishing priorities whilst handling frequent interruptions, deadline, available resources and multiple reporting relationship, and willing to assume a range of unanticipated tasks and work flexible hours
- Able to work well with a diverse group of institutes; awareness and understanding of issues of communities and their uniqueness.
- Demonstrate interest in a career within the field of NGO, and commitment to the mission of vision of Raks Thai, and ability to work within a team environment with project management mentality.
- Excellent communication skills (written and oral in both Thai and English): sensitivity to and responsiveness to all partners, respectful, adaptable and helpful relationship with project staff and partners.
- Strong analytical thinking skills, able to problem solve and being resourceful.
- Good general health.
