Consultant: Project Coordinator – TUI Academy 2 Project

 


Project: TUI Academy 2 Project

Location: Phang Nga and Phuket, Thailand

Implementing Agency: Plan International Thailand

Expected Start Date: 1 December 2025

Duration: 12 months

 

1. Background

The TUI Academy 2 Project is initiated by TUI Group in collaboration with Plan International Thailand and Plan International Netherlands. The project aims to prevent (sexual) exploitation of children and youth in the tourism sector, promote due diligence among private sector actors, and create decent employment opportunities for young women and men in the tourism and hospitality industries in Phang Nga and Phuket.

The consultant will support the implementation of project activities, stakeholder coordination, and monitoring in line with project objectives and donor requirements.

 

2. Purpose of the Assignment

To provide technical and coordination support for the effective and timely implementation of the TUI Academy 2 Project in Phang Nga and Phuket, ensuring quality delivery, compliance with donor and organizational policies, and achievement of project outcomes.

 

3. Scope of Work / Key Responsibilities

  • Coordinate project implementation in target areas and serve as the focal point between Plan International Thailand, Plan International Netherlands, and project partners (including government agencies, vocational skills training institutes, private sectors and hotels).
  • Provide support in developing detailed implementation plans (DIPs), monthly activity plans, and budgets, and ensure that delivery aligns with donor requirements and project objectives.
  • Monitor project progress (activities, outputs, expenditures) and prepare progress reports, including lessons learned and recommendations.
  • Facilitate collaboration with government agencies, vocational institutions, and the private sector to strengthen youth economic empowerment and child protection in tourism.
  • Provide technical guidance, coaching, and supervision to local partners and other consultants involved in project implementation.
  • Ensure all project activities align with Plan International’s policies, including Child Safeguarding and Gender Equality and Inclusion standards.
  • Represent Plan International Thailand in relevant coordination meetings, stakeholder events, and networks.
  • Support monitoring, documentation, and reporting, including field visit coordination and partner capacity building.
  • Identify risks and mitigation measures to ensure successful project outcomes.
  • Perform other tasks as mutually agreed upon with the SOYEE Programme Manager.

  

4. Key Results/Deliverables

  • Implementation the assigned project with deliverables, timelines and resources required.
  • Documentation of the project process and activities.
  • Monitoring project’s progress and suggest for improvement.

 

5. Duration of Assignment

The assignment is expected to start in December 2025 and last for 12 months, depending on project needs and consultant performance.

 

6. Duty Station

Base: Phuket (with regular travel to Phang Nga and occasional travel to Bangkok). Travel and field visit costs will be covered or reimbursed according to Plan International Thailand’s policy.

 

7. Reporting Line

The Consultant will report directly to the SOYEE Programme Manager and work closely with the project coordinator and finance/admin teams at Plan International Thailand.

 

8. Required Qualifications and Experience

  • Bachelor’s or Master’s degree in Social Work, Social Development, Public Administration, Political Science, or related fields.
  • At least 5 years of experience in project coordination, management, or implementation of donor-funded programs.
  • Experience in youth economic empowerment, vocational training, or tourism/hospitality sector preferred.
  • Proven skills in stakeholder coordination and partnership building with government, private sector, and CSOs.
  • Strong understanding of child protection, gender equality, and rights-based approaches.
  • Excellent facilitation, communication, and report-writing skills (Thai and English).
  • Ability to work independently, meet deadlines, and handle multiple priorities.
  • Computer literacy (MS Office, Teams, etc.).

 

9. Ethics and Child Safeguarding

The consultant must adhere to Plan International’s Child Safeguarding Policy and Code of Conduct and ensure that all activities promote gender equality, inclusion, and child/youth protection.

 

10. Payment Terms

Payment will be made upon satisfactory completion of deliverables and submission of reports, as per the agreed schedule in the consultant’s contract.

 

11. Confidentiality

All information, materials, and documents shared or produced during the consultancy shall remain confidential and the property of Plan International Thailand.
