We are looking for Consultant : Baseline survey and midline review for civil registration project
World Vision Foundation of Thailand (WVFT) is a child-focused humanitarian, development, and advocacy organization dedicated to working with children, families, and communities to overcome poverty and injustice. Established in 1974, WVFT operates as part of World Vision International, a global partnership active in nearly 100 countries. WVFT serves the most vulnerable populations regardless of gender, race, language, or religion.
WVFT works with district authorities and civil society to help stateless and undocumented children and youth secure legal identity and basic rights through Thailand’s civil registration system. WVFT runs targeted casework and community outreach directly helping children and families move from “unregistered” to recognized status. Examples of this work includes supporting birth and household registration, facilitating applications for legal status, and coordinating with the Ministry of Interior during government drives to issue ID cards.
In January 2026, WVFT will be launching a 3-year project to support civil registration for stateless and undocumented children. The project, called Collaborating for Change: Strengthening Partnerships to End Statelessness in Thailand (C4C), and funded by the European Union, will be implemented across five provinces (30 districts): Chiang Mai, Mae Hong Son, Tak, Kanchanaburi, and Ratchaburi. The project target groups include 1) stateless persons, including registered and unregistered individuals; 2) children with “G-code” in Thai schools; 3) migrant children enrolled in Migrant Learning Centers (MLCs); and CSO staff, teachers/education staff, frontline paralegals, and service providers.
WVFT is seeking a consultant who will conduct a baseline survey and midline review of the C4C project. This includes the following objectives:
1. Establish baseline values for only two indicators (see Section 4) and document measurement protocols, disaggregation, data sources, and calculations.
2. At midline, assess progress against targets, document challenges, and recommend course corrections.

Baseline
· Review project documents and logframe.
· Design a structured survey to determine the two indicators that require a baseline.
· Propose a feasible sampling frame (households/participants) with justifications.
· Develop, translate, back-translate, and pilot data collection tools; train enumerators; implement field quality assurance and safeguarding protocols.
· Data cleaning and analysis, produce cleaned, documented datasets and a baseline report.
Midline
· Light-touch mixed-methods review emphasizing KIIs, FGDs, short field verification, and targeted quantitative spot-checks only where needed to validate progress.
· Assess progress against indicators, implementation fidelity, contextual shifts, and adaptations; synthesize lessons and recommendations.
Cross-cutting
· Ethics and safeguarding, consent, data protection, anonymization, and Do-No-Harm.
· Gender, age, and (where feasible) disability-inclusive measurement and disaggregation.
The consultant will work under the overall management of C4C Project Manager and collaborate with the project team to design and implement the baseline and midline on time and within budget. The baseline and midline will be undertaken in accordance with WVFT’s protocol. Consent and confidentiality will be obtained and ensured throughout the data gathering phase.
Only the following subset of indicators requires establishing a baseline value. These must be measured in the baseline study and revisited at midline.

Note on other indicators: Output/activity indicators are designed to start at zero and accrue with implementation; they do not require baseline estimation beyond verifying zero status and documenting calculation/verification procedures at baseline.

All data, tools, and reports arising from this consultancy are the property of WVFT. The consultant must obtain informed consent/assent, ensure confidentiality, and follow child- and survivor-safe practices, in line with applicable policies and Thai law.
· Master's degree in social sciences, public policy, international development, or other relevant fields;
· At least 8 years of experience in applied research, program design, monitoring and evaluation, as well as program management experience. Experience in conducting and/or managing research, baseline or final evaluation is essential;
· Expertise on mixed-methods design, data collection and management, sampling/statistics, qualitative inquiry, and indicator operationalization;
· Leadership experience in field team management, training, and data quality systems.
· Proven experience in civil registration/legal identity, education access, familiarity with statelessness/MLC and G-code or adjacent governance/rights sectors is an advantage;
· Ability to communicate proficiently in Thai and English is required.
