FIELD OFFICER Mae Sariang

ADRA Thailand is currently seeking qualified candidates for the position of Field Officer based in Mae Sariang, Mae Hong Son Province, Thailand.

Project: Supporting Thailand’s Transition to Self-Reliance & Inclusion: Preparing Myanmar Displaced Persons for an Inclusive Future
Project Overview: This initiative supports refugees, including persons with disabilities and caregivers, to access Thailand’s Right to Work (RTW) policy. The project strengthens employability prospects through Thai language training, social integration, and enterprise development, while building inclusive, market-linked employment pathways with employers and labor institutions.
Job Overview: Under the supervision of the Area Coordinator, the Field Officer will support the implementation of the Pathway to Resilience and Employment project based in the Mae Sariang field office (Mae Hong Son Province) providing support to Ban Nai Soi (Pang Moo, Muang District), Ban Mae Surin (Khun Yuam District), Mae Ra Ma Luang (Sob Moei District) and Mae La Oon (Sob Moei District). The role focuses on delivering field-level activities that enhance refugee employability—including persons with disabilities and caregivers—through soft skills, language, social integration, and livelihood pathways aligned with Thailand’s Right to Work policy. The Field Officer will also oversee financial and administrative functions of the field office to ensure compliance, accountability, and smooth operations.
REPONSIBILITIES:
- Program implementation support: Support delivery of employment readiness, soft skills and livelihood trainings in the camps; Facilitate employer engagement activities including job fairs, awareness sessions and networking events. Monitor and track project activities ensuring timely reporting to the Area Coordinator. Provide support to camp-based staff and ensure inclusive participation of vulnerable groups.
- Stakeholder coordination: Liaise and coordinate with camp management structures, civil society actors and CCSDPT members on delivery of activities in area of responsibility; represent ADRA in local coordination meetings as delegated; maintain strong working relationship with Thai authorities to secure permissions and camp passes.
- Financial and Administrative Oversight: Manage day to day financial operations of the field office including petty cash, expense tracking and budget monitoring; ensure compliance with donor and ADRA financial policies; Support HR administration of camp-based staff including timesheets, leave records and performance documentation; Ensure field office operations (utilities, communication, transportation) run efficiently and cost effectively; Maintain accurate records of assets, supplies and logistics for project activities; Oversee procurement processes at field level, ensuring transparency and adherence to ADRA policies.
- Monitoring and Reporting: Collect and compile data on training participation, employment linkages and employer engagement; Prepare monthly activity and financial reports for submission to the Area Coordinator; Escalate operational or programmatic challenges requiring immediate resolution.
- Obligation to report all safeguarding incidents.
- Adhere to ADRA Safeguarding Framework Policies and support all ADRA Representatives with whom I directly work with to also adhere to these policies.
- Ensure the implementation of safe programs by being alert and responsive to safeguarding risks in project communities.
- Perform other tasks as required by supervisor
Educational Qualifications and Experience:
- Bachelor’s degree in Social Sciences, Development Studies, Business Administration, Public Administration or related field.
Experience:
- At least 3 years’ experience in livelihoods, employment, or refugee support programs.
Language Skills:
- Excellent communication skills in Thai and English; knowledge of Karen/Karenni and English language an asset.
Skills and Abilities:
- Strong skills in financial management and administration oversight
- Experience coordinating with government authorities, civil society and community based organizations
- Ability to work independently in challenging field environments with strong problem solving skills.
- Thai ID card holder
- Ability to work in a Christian context
- Must be willing to travel and work in remote camps along the Thai – Myanmar border.
- Experience working with basic MS Office programs such as (Excel, Word, Access, Power Point, Outlook and etc).
- Strong interpersonal and communication skills.
- Flexible and ability to adapt in various situations (i.e. camp context, NGO meetings, governmental meetings/events)
- Willingness to implement policies and procedures with a professional and constructive attitude
- Must have strong operational management skills and be team orientated
- Good negotiation and conflict resolution skills
- Able to drive with valid driving license
