Première Urgence-Aide Médicale Internationale (PU-AMI) is an international non-governmental organization whose mandate is to bring a comprehensive response to the essential needs of populations suffering from humanitarian crises in emergencies until autonomy and dignity can be obtained.
Operational in 16 countries in Africa, Asia, the Middle East, the Caucasus and the Caribbean, PU-AMI works in the areas of food security, health, nutrition, rehabilitation of infrastructure, water and sanitation and economic recovery. PU-AMI is the result of the merger between two NGO’s: Première Urgence and Aide Médicale Internationale in 2011.
PU-AMI in Thailand
PU-AMI has been working with the Burmese population since 1984, when they provided primary healthcare and medical training from their base in Manerplaw, Burma. When the population fled into Thailand, PU-AMI came along and continued its services in Thailand. Today, PU-AMI works in Mae La (ML), Umpiem (UP) and Nupoe (NP) Temporary Shelters in Tak province, building capacity of health workers and providing healthcare to an estimated 80,000 beneficiaries.
The WHO has defined health as a state of complete physical, mental, and social well being, not merely an absence of disease or infirmity. In accordance with this definition, PU-AMI’s medical programs integrate physical, as well as mental and social components in order to contribute to a state of improved well being of individuals, as well as the community as a whole. Its mandate is to contribute to autonomy, in which light PU-AMI invests and works toward durable solutions and community empowerment by building capacity and strengthening self-reliance wherever possible.
PU-AMI Thailand offers:
- Clinical services and disease surveillance/control in the 3 camp.
- Health promotion and disease prevention in Maela camp.
- Vertical programs such as HIV/AIDS, TB, and Mental Health.
- Capacity building.
PU-AMI has 3 offices in Thailand (Bangkok, Umphang and the main base in Mae Sot).

PU-AMI is currently looking for:
Position: TB Supervisor
Under the authority of: TB Manager
Direct supervision of: Hierarchical: None
Technical: TB Health Workers (TB HW) in Maela, Umpiem
and Nupoe temporary shelters
Working Location: Mae Sot (Tak province), with frequent field trips to Maela, Umpiem, and Nupoe temporary shelters
Working hours: Following PU-AMI rules and regulation
Starting Date: as soon as possible
1. Main Objective:
PU-AMI is looking to recruit a TB Supervisor to assist TB Manager in the overall management of TB project in Maela, Umpiem, and Nupoe temporary shelters. This includes assisting the implementation of TB activities in the 3 temporary shelters, the Intensified Case Finding (ICF) activities, assisting the implementation of initial and refresher trainings with regards to TB for healthcare workers and community members in the 3 temporary shelters, Advocacy, Communications, and Social Mobilization (ACSM) activities of TB in the community of these 3 temporary shelters.
The position also requires close engagement with camp stakeholders in community sensitization of ‘mass TB screening activities.
2. Specific Responsibilities:
1) Supervise the implementation of TB activities
· Supervise the implementation (planning, monitoring, reporting, and coordination) and follow-up of all the TB activities at camp level.
· Ensure a proper reporting, communication and information flow between base, and camp levels.
· Identify, assess and analyze the needs with the relevant supervisors and managers (TB clinical doctor, TB Manager) and provide recommendations to the TB Manager to improve the quality of the activities.
· Close follow-up of the logistics and rehabilitation activities, and feedback to TB Manager.
· Assess the need of the project and report to TB Manager.
· Participate in the selection, training, supervision and evaluation of TB Health Workers
2) Advocate for Community Social Mobilisation (ACSM) and case finding activities
· Supervise and support the TB HWs in ACSM activities about TB disease in the community;
· Supervise and support TB HWs conducting Health Education focused on TB for CBOs, and other groups as required;
· Supervise the TB HWs performing Intensified Case Finding (ICF) among the targeted population (i.e., People Living With HIV/AIDs (PLWHA), TB patient close contacts, health workers, new arrivals, etc.);
· Ensure that TB HWs are adhering to the related protocol in ICF activities;
· Make sure that contact case under 5 years receives checking CXR.
· Ensure that the ICF database is clean, thorough, and updated timely and transmit further to all the parties needed.
3) Treatment and follow up of the patient
· Supervise TB treatment adherence
- Make sure that DOT activities perform in the TB village and in the camp;
- Ensure that TB HWs are adhering to the related protocol in provision of DOTs.
· Supervise home visit conducted by TB HWs
- Ensure that TB HWs are adhering to the related protocol in conducting home visits;
- Ensure the communications with the TBHWs for discussions of finding solutions for the problems coming across at home visits by TBHWs.
- Coordinate with the TB team if the TB patient needs to be supported;
- Identify the patients at risk of defaulting and supervise the support mechanism accordingly;
- Make sure that TB HWs provide counseling to the aforementioned identified patients and follow them up to ensure their adherence to the treatment.
· Make sure that TB patients refer to other PU-AMI services or other agencies if needed and inform the TB patients on their follow-up appointments.
4) Capacity Building & Team Management
Capacity Building of TB HW
· Evaluate the needs of training and report these needs to the TB Manager;
· Plan and supervise the implementation of initial and refresher trainings;
Team Management
· Supervise the TB HWs:
- Ensure they know and respect PU-AMI Internal Regulations and MOI (Ministry of Interior) regulations;
- Define/Review their job descriptions regularly;
- Participate in the recruitment process;
- Perform their evaluation every 6 months;
- Monitor their work;
· Evaluate the human resources needs and report these needs to the TB Manager;
· Attend TB HW meetings and ensure to convene it at least monthly.
5) Monitoring, analysis and reporting
· Ensure the field visits to the temporary shelters as planned in monthly planning.
· Participate in the assessment of TB activities, in how these activities answer the needs of beneficiaries and in the design/review of strategies in collaboration with the TB Manager and Field Managers ;
· Ensure that preventive and nursing care data collection and reporting (both internal through the Monthly Report and external through partners’ template) are accurately and timely done;
· Assist the TB Manager in both internal and external reports.
· Report the minutes of the attended meetings to the relevant stakeholders;
· Report the monthly narrative report and weekly situational report to TB Manager;
· Report immediately to the Field Manager any problem arising in the camp especially any conflict within the PU-AMI team, any tension with the community, security in and around the camp, relations with camp authorities, loss/robbery/damage of medical equipment or medicines;
· Produce a hand-over / end of mission report.
6) Others:
· Facilitate the collaboration with other health programs: Mental Health, HIV/AIDS , preventive and primary health care when needed;
· Upon request by the TB Manager
3. Requirements
1) Nationality
· Thai citizen
2) Background / Education
· Diploma of Nursing or Public Health is required.
3) Work Experience
· A working experience in team management is needed.
· A working experience of 3 years as a nurse with knowledge in TB is desirable.
4) Languages
· Fluency in English is required.
· Fluency Karen or Burmese would be an asset
4) Other Skills And Competencies
· Communication, interpersonal and representation skills
· Capacity building skills, Organization and planning skills, reporting skills
· Ability to design protocols and training curriculum
· Good command of Word and Excel is required
5) Personal Qualities
· Open-minded, able to work in a multi cultural environment, flexible and committed to humanitarian projects
· Willingness to make frequent field trips
4. Conditions and benefits
- Monthly basic salary : 22,000 THB
- Seniority bonus of 2.5% per year, limited to 10 years of seniority
- Personal income tax in Thailand covered by PU-AMI
- IPD and emergency package with local insurance company
- OPD expenses up to 5,000 THB/year covered by PU-AMI
