RTI International is one of the world's leading research institutes, dedicated to improving the human condition by turning knowledge into practice. Our staff of more than 3,700 provides research and technical services to governments and businesses in more than 75 countries in the areas of health and pharmaceuticals, education and training, surveys and statistics, advanced technology, international development, economic and social policy, energy and the environment, and laboratory testing and chemical analysis.

The position will be a part of the International Development Group’s (IDG’s) Global Health Division (GHD). GHD’s over 400 staff members work in over 25 countries.  GHD implements broad-based programs in infectious diseases -specifically Neglected Tropical Diseases, HIV and AIDS, and Malaria; Integrated Family Health and Heath Systems Strengthening - including Health Governance, Health Finance, and Human Resources for Health, Capacity Building, and Health Policy and Advocacy; and Public-Private Partnerships.

RTI is seeking program officer candidates for an USAID-funded Program to strengthen local capacity for scientific research and knowledge management in health sectors in Asia. The primary purpose of the Program is to conduct and support strategic health-related research in the region, build research capacity, and disseminate findings for policy development and programming. The initial focus of the LWA program will be on the Mekong region; however, program activities may eventually be implemented in other countries in Asia under Associate Awards. The position is open to Thai nationals and will be based in Bangkok, Thailand. 

The program officer will support partners and program management staff in planning, monitoring, and documenting Program supported health research, capacity building, and knowledge management activities.

Specific job duties include, but are not limited to, the following:

30% Level of Effort (LOE) will be focused on the Program’s HIV-related Stigma & Discrimination and malaria activities.

With support from other program staff contribute to the development, review, commenting, and drafting of S & D specific documents including technical reports and briefs.

Work with local partners to develop annual work plans and budgets.

Work closely with technical partner organizations and researchers to ensure activities are implemented based on the Program’s work plan and budget.

Conduct literature searches to support S & D research activities.

Provide support in monitoring S & D activities to assure quality of research and capacity building activities.

 

70% LOE will be focused on cross cutting support to the Program’s research and activities:

Support Program team on planned or anticipated Program and research activities.

Maintain a database of upcoming and planned meetings, conferences and other relevant events.

Contribute written content for the program’s website and social media. 

Participate in Program consultations and meetings and when appropriate, assist with developing agendas, taking minutes and drafting reports.

Support in reporting number of people trained using USAID’s TraiNet program.

Translate documents from Thai to English and vice versa.

Carry out other duties as assigned by the Chief of Party.

Education and Experience:

Undergraduate or Master’s degree and/or equivalent experience in public health, medicine, research, journalism or other related fields.

A minimum of four years of experience working in international development.

Must be a Thai national.

Knowledge and Skills:

Exceptional communications and interpersonal skills and ability to work within a multi-cultural environment.

Exceptional English written skills, oral communication and presentation skills.

Demonstrated ability to work effectively, responsively, and collaboratively with academic/research institutions and government counterparts.

Previous experience working with an iNGO and/or USAID preferable.

Knowledge about infectious diseases preferable.

Demonstrated ability to plan and organize work, assemble and coordinate materials, and serve as a team player, in a fast-paced environment.

Ability to produce thorough, high quality work within a tight timeframe.

Flexibility and ability to handle multiple tasks and work collaboratively within a matrix-oriented environment.

Must be fluent (writing and speaking) in English and Thai.

Proficiency with Microsoft Office Suite Applications. 

Reporting and accountability:

This position reports directly to the COP.

No oversight responsibilities.
