Background/IRC Summary:
The International Rescue Committee helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. IRC teams provide health care, infrastructure, learning and economic support to people in 40 countries, with special programs designed for women and children. Building local capacity and self-sufficiency and promoting human rights, participation and accountability are at the core of all of IRC innovative programs.
The IRC started working in Thailand in 1976 in response to the influx of refugees from Vietnam, Laos and Cambodia. Today, IRC serves people uprooted from Myanmar/Burma, who began crossing into Thailand in 1984. The IRC is providing assistance to nearly 140,000 refugees in nine camps along the Thailand-Myanmar border, providing drinking water and food as well health care, sanitation, protection for children and female victims of domestic violence, and legal assistance and resettlement processing.
The IRC has supported the provision of health services, and the development of a skilled and trained health workforce, in refugee camps and ethnic community clinics in Thailand along the Myanmar border for over 20 years. There are currently hundreds of trained and skilled health personnel working with community-based organizations and non-government organizations to provide health services to Myanmar people in refugee camps and clinics in Thailand and hard to reach Ethnic control areas in Myanmar.
Job Overview/Summary: This position will be based in Mae Hong Son and travel frequently to refugee camps in Mae Sot and other provinces. The selected candidate needs to coordinate for train refugee health workers on the methodology of health education and information that is culturally appropriate and suitable for people with limited language skills and low literacy levels. In partnership with Faculty of Public Health, Khon Kaen University in Thailand, IRC has designed an appropriate course in health information, education and communication and selected candidate is responsible for the delivery of the course in the specified time.
Major Responsibilities:
- Preparing all the necessary documents needed for the training (handouts and training materials) ahead of time.
- Coordinating with PLE training team for implementing the theoretical training and conducting most of the training sessions on site where Health CBO staffs are convenient to attend.
- Conducting timely assessment for theoretical and practical sessions
- Maintaining good relationship with Khon Kean University, Health CBOs, people from the target community as well as partner NGOs
- Coordinate with health training and the other CDC project implementation activities and prepare report together with grant unit
- Facilitate the process of graduate trainees to implement their application projects and facilitate linkages with return preparation
- Prepare training budget and spending plan of CDC grant
- Representing IRC and the project professionally and competently at all times
- Working closely with health technical advisors
- Preparing training report after the training completion.
- Undertaking any other relevant tasks assigned by the supervisor

Job Requirements:
Education: Medical Degree or Master of Public Health degree
Work Experience:
Experience in designing and developing educational methodologies and training materials related to health information, education and communication (IEC) materials.
Experience working at the refugee camps and Thailand- Myanmar/Burma border is an advantage
Demonstrated Skills and Competencies:
Strong organizational, interpersonal, and communication skills, including the ability deal with Thai and Myanmar Health staff.
Able to work independently while serving as a team member
Culturally sensitive with the ability and interest to identify and work with multi-ethnic people
Language Skills: Fluency in English, and Thai, Burmese, Karen languages are advantage
Working Environment: Understanding of the situation along the Thailand- Myanmar/Burma border and standard office work environment is necessary: for example, intermittent internet connections, electricity, and amenities.
