Under the overall supervision of the Migrant Assistance Coordinator, and the direct supervision of the Project Officer in Bangkok, the Project Assistant will be responsible for planning, managing and monitoring the implementation of AVM project activities in Mae Sot and surrounding areas in Tak province.
Responsibilities and Accountabilities
The successful candidate will have the following duties and responsibilities:
In coordination with the Bangkok office, develop strategies, approaches and methodologies to implement project activities in order to meet project objectives;
Ensure that project activities are implemented on schedule and within budget and provide regular written updates to the relevant project staff in Bangkok, including participating in monthly conference calls and discussing and coordinating necessary changes in project work plans;
Build and maintain relationships with local government counterparts, project partners, NGOs and community-based organisations;
Liaise regularly with government counterparts, local authorities, NGOs and community-based organisations to ensure smooth implementation of the project;
Represent IOM and provide technical assistance at local and provincial government meetings as required, including bilateral, cross-border meetings and workshops;
Provide guidance and direct supervision to the work of the Junior Project Assistant in the Mae Sot field office;
Undertake duty travel within Tak province as necessary to ensure smooth implementation of the project activities and to monitor activities undertaken in the field;
Produce information, education and communication (IEC) materials in close consultation with project staff, project partners and government/non-government stakeholders;
Collect and record updated data/information on labour migration, migrant rights and policy, and legal processes concerning migrants, migration flows and challenges;
Organize and coordinate events, including, capacity building workshops, trainings, meetings and outreach activities for information campaigns,
Assist workshop trainers/facilitators in conducting workshops in order to improve delivering methods, achieve workshop objectives, and enhance participants’ involvement and commitment to the workshop;
Provide technical supervision in the design and implementation of monitoring and evaluation tools, including assessments, surveys and interviews, in order to document and determine the progress and impact of the project.
Ensure the submission of monthly / quarterly / annual progress reports for project activities in English to the relevant project officers in Bangkok;
Coordinate the production and timely submission of financial reports, including following up with team members to ensure this occurs;
Translate and interpret relevant government policies, decisions and other documents, including meeting notes, and distributing to IOM Bangkok project staff, and local staff/partners as needed.
Perform such other duties as may be assigned by the Project Officer.
Qualifications and Experience
Thai national;
University degree in social sciences or related field. A master’s degree is preferred;
At least three years of experience with an international or intergovernmental organization working on issues related to migrant populations in Thailand.
Demonstrated experience in liaising with government officials and in coordinating activities with NGOs and government partners;
Experience in organizing and coordinating surveys, workshops and trainings;
Capacity to work independently with minimum supervision;
Personal commitment, efficiency, and flexibility;
Experience in working effectively and harmoniously with colleagues from various cultures and professional backgrounds at all levels;
Good writing, communication and negotiation skills;
Fluency in Thai and English language.
Fluency in Burmese language is an advantage.

ORGANIZATIONAL CONTEXT AND SCOPE
Since its inception in 2002, the Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime (Bali Process) has effectively raised regional awareness of the consequences of people smuggling, trafficking in persons and related transnational crime, and developed and implemented strategies and practical cooperation in response. More than 45 members, including the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM) and the United Nations Office of Drugs and Crime (UNODC), as well as a number of observer countries and international agencies participate in this voluntary forum.
The Regional Support Office of the Bali Process (RSO) exists to support and strengthen practical cooperation on refugee protection and international migration, including human trafficking and smuggling, and other components of migration management in the region. The RSO is based in Bangkok, Thailand, and operates under the oversight and direction of the Bali Process Co-Chairs, the Governments of Australia and Indonesia and in consultation with IOM and UNHCR. The day to day operations are managed by the two RSO Co-Managers from the Australian and Indonesian Governments.
POSITION INFORMATION
Under the guidance and direct supervision of the Office Manager, the role of the Administrative Assistant is to support the work of the RSO in the areas of Administration, Human Resource and Financial management.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES
1. Draft and manage employment contracts, record and monitor staff leave and performance management requirements, prepare payroll documentation for IOM as required.
2. Provide support to new and ongoing staff and seconded officers including IT set up, induction training on RSO working arrangements including code of conduct, occupational health and safety protocols, filing and shared drive arrangements.
3. Prepare, review and manage purchase requisitions and payment requests/claims in
coordination.
4. Manage the RSO contacts database of Bali Process members, meeting delegates and approved service providers and vendors for services the RSO requires eg. printers, translation services etc.
5. Assist Office Manager to ensure RSO documentation and reporting requirements and
cycles are met including liaising with project leaders to ensure all member reporting is undertaken.
6. Undertake general support activities for the RSO including events arrange purchase and maintenance of office stores and equipment and manage and record all RSO assets.
7. Provide office contact point for all matters involving office accommodation including maintenance, fire drills, cleaning, IT, phones and security etc.
8. Answer, and redirect as necessary, messages and calls coming into the main RSO email account and RSO switchboard.
9. Perform other duties as may be assigned and directed.

EDUCATION AND EXPERIENCE
· University Bachelor degree preferably in administration or a management related field.

LANGUAGE
English is the official language of the Bali Process and the RSO. Fluency in English (both oral and written) is required. The incumbent will also require strong Thai language skills in order to liaise and negotiate with vendors and service providers.

Organizational Context and Scope:
Under the overall supervision of the Programme Manager of the Migrant Assistance Division of the IOM Thailand Office, and the direct supervision of the Project Officer of the EU-funded project “Promoting stability, well-being and harmony for Myanmar Muslims and host communities in Thailand”, the incumbent will provide support for the overall management of the Project and will be the focal point for communications and visibility of the project.
The project will target the continued vulnerabilities and needs of marginalized Myanmar Muslims (including Rohingyas) as well as disadvantaged Thais in host communities located in the provinces of Tak (Mae Sot), Ranong and Phang Nga.
The project activities aim to create stability and harmony by improving living conditions and access to services; standardizing response and care; and creating coherence and predictability in policy, practice and programming that contribute to the overall wellbeing of this vulnerable group and its host community. Activities will take place in 4 different geographical locations (Bangkok, Mae Sot, Phang Nga and Ranong).
Responsibilities and Accountabilities:
Support the Project Officer in the planning, coordination, implementation, monitoring and evaluation of project activities, including the timely delivery of annual work plans, annual reports, Standard Operating Procedures (SOPs) and the management of the project’s human resources.
Support the organization and coordination of the Project Steering Committee (PSC) activities and lead communication with the PSC to ensure a collaborative relationship with different stakeholders, including taking notes/minutes of Project Steering Committee (PSC) meetings and follow-up action as required.
Act as primary focal point with key national stakeholders including Government agencies, host communities, academic institutions, and civil society organizations as required for the purpose of facilitating understanding of the project among relevant stakeholders and ensuring the successful and timely implementation of project activities.
Support the Project Officer in setting up, managing and training the project team.
Support the Project Officer in conceptualizing and developing project tools, including a monitoring and evaluation work plan; a project implementation manual and guidelines; a funding mechanism and project guidelines for small community-based projects in 5 sectors (health, legal aid, education, livelihoods, protection) in accordance with donor procedures and guidelines; Standard Operating Procedures (SOPs);
Act as the focal point for all communications and visibility activities and, under the supervision of the Project Officer, develop, implement and follow-up on a Communication and Visibility Plan in close cooperation with project staff in Bangkok and in Mae Sot, Phang Nga and Ranong and in accordance to donor’s requirements.
In coordination with the project staff, assist in editing, publishing and managing distribution of documents produced by the Project Team and draft correspondence and provide translation of documents and other communications/materials as required;
Train the Field Coordinators in monitoring implementation of activities to achieve project outcomes and according to the budget;
Perform such other duties as may be assigned.
Desired Qualifications:
Thai National
University Degree in international relations, political science, social science or relevant field
At least 2 years of work experience in migration and/humanitarian issues for non‐governmental organizations, international governmental organizations or government institutions
Demonstrated experience of managing donor-funded projects
Sound knowledge of programme implementation
Knowledge of EU administrative and financial procedures
Strong organizational skills and reliability in time management and schedule organization
Ability to work in a multi‐cultural environment and respect of diversity
Team work oriented but with a capacity to work independently
Good writing and communication skills
Computer literate
Good command of English and Thai; Knowledge of Burmese or other languages spoken by Burmese Muslims is a strong asset.
