Call for Proposals to facilitate a workshop on
Project Review and Project Development
1. Introduction & Background of CSPP
USAID Civil Society Partnerships project of CSNM is seeking to advance professionalism and leadership of Civil Society Organizations (CSOs) in Thailand as well as the Lower Mekong Sub-region countries namely Cambodia, Lao PDR, Myanmar, and Vietnam to solve increasing challenges faced by CSO and to ensure maximum impact and contribute to sustainable development. There are two main objectives under the framework of CSPP project which include
CSPP Project Objectives:
Objective 1: Strengthened Professionalism of CSOs to carry out oversight responsibilities
Objective 2: Expanded platforms for CSOs to engage each other and policy makers on issue related to strategy, advocacy and operation.
2. Consultancy on Project Review Workshop
CSPP has been operating for more than one year so far within a three-year timeframe. However, the project team and USAID representative have met and discussed to review the entire program objectives and work plan and agreed that the initial project objectives and work plan might need to be reviewed as they look ambitious given the existing resources and timeframe.
Subsequently, on December 8-9, 2015, CSPP organized a workshop in Ubonrat District with all staff to review the overall project and to foresee the future of the project strategy. As the result, we have identified and agreed on 5 important things for CSNM/CSPP to pay attention to which include: 1) add another project objective (CSNM internal Capacity Building) to the existing 2 objectives, 2) Internal Capacity Building Plan for CSNM/CSPP as an institution and its staff members, 3) Market Research, 4) Solution Design, 5) Marketing and branding campaign.
CSNM/CSPP project is looking for professional and experienced consultant/s to facilitate a workshop among CSNM/CSPP staff. The workshop is planned to be held for two days on Apr 10-11, 2016 in BKK.
Objectives of the workshop include, but not limited to:
Review the overall project strategy, work plan, goals & objectives and project activities
Revisit the results from the workshop on Dec 8-9 to see the prospect of the new project
Develop a new Project documents (Goals, strategy, objectives, activities...etc.)
3. Detail Scope of Work
The consultant will be required to work with the CSNM/CSPP team to successfully deliver various activities. The consultant is expected to be able to energetically conduct sessions in English using multiple methods such as power point, practical exercises, and analytical case studies. It is expected that the consultant engage CSPP staff for smoothly managing all administrative aspects of the workshop.
The tasks are expected from the selected consultant:
Before the workshop
Meet with CSNM/CSPP staff to understand about the CSNM/CSPP’s work and discuss about the overall planning of the workshop
Review existing project documents (cooperative agreement, work plan, strategies etc.) prior to the actual workshop facilitation
Review the workshop report conducted in Ubonrat district
Design and plan for the overall workshop with CSNM/CSPP staff
During the workshop
Facilitate the overall workshop for CSNM/CSPP staff and board members
Facilitate the discussion among participants to identify the strengths and weaknesses of the project
Lead the participants to discuss and come up with strategic direction and work plan for CSNM/CSPP
Take note all important points from the discussion of the participants
After the workshop
A short reflection meeting with CSNM/CSPP leaders to brief on the overall workshop facilitation for the 2 days
Write and submit the workshop report which includes the materials to CSNM/CSPP
Write an submit the new project proposal documents to CSNM/CSPP
4. Expected Outputs/deliverable
The consultant deliver the following key outputs:
The final agreed agendas for the workshop and full complement of workshop materials submitted to CSNM/CSPP one week before the actual workshop
Actual facilitation of the workshop for 2 days
Workshop report (with relevant document and materials) written and sent to CSNM/CSPP
New CSPP Project documents (Goals, strategy, objectives, activities...etc.) submitted to CSNM/CSPP
5. Participants:
The workshop will gather approximately 3 participants/representative from all CSNM/CSPP staff.
6. Timelines
The actual workshop will be held on April 10-11, 2016; however the consultant/s might also need to work more than these two days workshop in the pre and post workshop. The consultant/s should mention number of days for pre and post workshop in the proposal submitted to CSNM/CSPP.
7. Qualification of the consultants
Individual consultants must have experience and track record on workshop facilitation with diverse background of participants
The workshop will be conducted in English; however consultant is expected to be able to communicate in Thai for certain situations
A minimum of 5 years experiences in facilitating training/workshop, particularly Project Review/Evaluation
Strong interpersonal, team work and report writing
Ability to use different approach in facilitating workshop that can stimulate participants interaction and learning
Excellent analytical facilitation and communication skills.
Full computer literacy and fluency in English – both written and spoken – are essential.
8. How to apply
Interested consultant, who will be able to deliver and agree with the information as identified in Section 2, 3, 4, 5, 6, and 7, should submit the application by Friday, March 25th, 2016 via email to janjira.csnm@gmail.com - Ms. Janjira Sribanbark, CSPP Operations Manager
Which must include:
A 1-2 page letter of interest in this consultancy work
CV of resource person who will facilitate the workshop
A full technical and financial proposal to include:
an explanation on how you would conduct the process as outlined above with details
a detailed timeline including starting, completion dates and time periods required
a detailed proposed budget to conduct this workshop.
9. Remuneration
The contract will be paid in installments: 30% upon signature of the contract; 70 % after the workshop event and the submission of the final report to CSNM/CSPP team.
The consultants will be responsible for the withholding taxes required by the Thai law.
