Background
The Mekong Partnership for the Environment (MPE) is a four-year program funded by the United States Agency for International Development (USAID) to advance informed multi-stakeholder dialogues in Lower Mekong countries regarding the social and environmental costs and benefits of regional development projects.
Part of MPE’s strategic approach is to strengthen capacities of civil society organizations (CSOs) as rapid development across the Lower Mekong regions has brought a pressing demand for CSOs to engage in regional as well as national policy dialogues. CSOs and their leaders are increasingly seen as pivotal actors in contributing to policy development and in holding government to account for its actions.
For CSO leaders to be able to effectively influence development policies and decisions, they need to be seen as credible and legitimate sources of information as decision-makers require reliable and robust data that could be taken into consideration as evidence for policy recommendations. They also need to be able to present and communicate information and their key messages clearly as well as negotiate with decision-makers.
To support CSOs in these efforts, MPE will hold an event on ‘Leading Change: CSO Leaders’ Workshop on Effective Policy Engagement’ in Bangkok, Thailand on August 25-26, 2016. This workshop aims to strengthen CSO leaders’ capacities to be able to deliver, communicate, and negotiate information to decision-makers, and enhance skills to effectively facilitate policy dialogues.
At the end of the 2-day workshop, participants will be able to:
Use lessons learned from various examples of successful engagements with national government agencies and regional bodies regarding policy development on strengthening safeguard systems and mechanisms including EIA, Overseas Development Investment Guidelines, and others.
Learn how to better engage in high-level policy dialogues through developing:
Deeper understanding of policy analysis, development, dialogue, and decision-making
Skills on communicating key messages and negotiating with decision-makers
Knowledge and skills on facilitating high-level policy dialogues
In relation, Pact is seeking a skilled facilitator to help conduct the ‘Leading Change: CSO Leaders’ Workshop on Effective Policy Engagement.’
Specific Tasks
Liaise and advise the organizers on the design and process of the workshop
Facilitation of 2-day workshop
Produce the workshop documentation & carry-out the final editing of the report
Deliverables
Consultation and planning with team – July 18, 2016
Draft agenda with session designs – July 25, 2016
Effective facilitation of the workshop – August 25-26, 2016
Final workshop report to be delivered by September 9, 2016
Qualifications/Core Competencies
Skills and experience on facilitating workshops on:
high-level policy dialogues
communicating and negotiating with decision-makers
Experience with curriculum development/training design
Extensive working knowledge of policy analysis, development, dialogue, and decision-making processes, and familiarity of development issues in the Mekong Region
Good understanding of regional bodies (e.g. ASEAN, etc.)
Organized with the ability to handle multiple deadlines and a variety of tasks
