Community Development Facilitator (Based in Chiang Rai) 8 positions
Roles: The Community Development Facilitator capacitates the children, community stakeholders and partners by facilitating situational analysis, planning, implementation, monitoring and evaluation (SAPIME) in the context of Child Centered Community Development (CCCD) and gender responsiveness. The CDF also facilitate the achievement of the sponsorship commitments , maintenance of caseload and production of Sponsorship communications in his /her area of assignment .
Responsibilities : Community Partnership Building • Conduct “Getting to Know Plan and community” sessions with key community leaders (mandated structures & people’s organizations), emphasizing the role of sponsorship on its development work/projects , and secure their interest & commitments. • Encourage the formation, strengthening or alliances of children and civil society and mandated local government groups, if not existing. • Conduct community diagnosis with community leaders/members to identify strengths & weakness. • Facilitate the gathering/updating of baseline data into a community profile and ensure that these are communicated in the community. • Design & facilitate implementation of development interventions through appropriate participatory techniques to improve organizational functions as a prerequisite to undertake Community Managed Projects. • Facilitate review/preparation of community development plans. • Facilitate screening of children & families for enrollment with active participation of community leaders. • Encourage and actively participate in interagency sub-district/district events to foster greater team work among development players.
Child Centred Projects • Analyse priority needs/rights violated identified during participatory community development planning. • Facilitate preparation of annual budget & operational plan of partner brgys. • Prepare PO/s and progress reports in consultation with SM /Supervisor project/program TSS and FM for advice & PUM/AM for alignment, final review/approval. • Facilitate pre implementation phase with different stakeholders for role clarification/commitments/action planning • Review community project requests & endorse to SM/Supervisor and PUM for approval. • Facilitate the annual participatory reviews and use results to update community profiles, community development plans and sponsorship communications such as Area overviews / Area updates • Document community projects, activities and processes
Project Sustainability • Facilitate capacity building of partners including children in project management & resource mobilization. • Facilitate conduct of APPR with resource stakeholders at barangay and municipal level including children • Assist CBOs in accreditation with regulatory agency. • Facilitates implementation of Community Managed Projects • Identify and train community volunteers to initiate and participate actively in community development works
Sponsorship Management • Facilitate production and validate SC products based on “to do list and SC master list” • Maintain and safe keep SC folders • Popularize the link of sponsorship with programs/projects/processes implemented at the community level. • Participate in the planned program during sponsor’s visits • Conduct home visit and facilitate screening/selection of families for enrolment with active participation of the children and community leaders/ representatives • Make use of the community development processes to produce sponsorship communication items (e.g. household surveys for baseline data to produce SCI; community profile preparation and community planning to produce AO, etc.) • Review and validate SC items received from communities prior to submission to the Sponsorship unit. • Mobilize and engage affiliated families to participate in community projects, assemblies and events; visit uncooperative families, listen to and clarify/ respond to their concerns. • Keep track and update SM/Supervisor/ Sponsorship Assistants on the SC updates e.g. relocation, death and family absence in the communities. • Conduct home visits or mobilize volunteers to gather inputs to respond to NOIs. • Facilitate SC inventory and ensure availability of buffer.
Grants Management • Prepare quality grants proposal addressing violated rights of the children for review and approval • Implement grant-funded projects • Conduct participatory monitoring and evaluation of grant-funded projects • Submit necessary grants reports
Compliance to Corporate Mandates • Complies corporate policies and standards- Child Protection Policy, IT Policy, Anti-Fraud and Corruption Policy, Confidentiality Policy, Code of Conduct, whistle Blowing, HR Policies and Procedures;
Personal Development • Attends internally and externally facilitated training events, workshops, symposiums, studies, conferences to enhance level of performance. Maximize the use of ICT for greater awareness of local and global trends affecting development work. Accepts special objective assignments for skills enhancement and expansion. Shares learning to benefit others.
Qualifications: Bachelors degree in Social Work, Community Development, Behavioral Sciences or other related courses At least 2 years experience in actual community organizing and development. Hands-on experience in participatory approaches including with children. Has attended training program e.g. Community Organizing/ Community Development; Program/ Project Management; Participatory Rapid/ Rural Appraisal. Good Computer operation on Microsoft office Good in English both writing and speaking. |
