Consultant/ Service Contract on Building strong civil society organization project: CRC Coalition Thailand baseline study
I.Introduction
Across Thailand there are numerous international and local civil society organizations (CSOs) - non-government organizations and community based organizations - working on a wide range of issues. There are more than 154 CSOs working in the North of Thailand (126 of them are found in Plan program areas) with 29 of them focused on child’s rights. Most of these CSOs are small, home grown organizations committed to addressing the issues affecting the most-at-risk populations.
While there are some consortia of organizations attempting to work together, there is a lack of strong alliance among the CSOs and long term common agenda to address issues of children. They are focused solely on their own agenda partly because of their limited capacity and resources. These limitations result to limited opportunities to discuss issues concerning the children from most-at-risk populations and to engage with government in addressing the issues.
Most programs for the most-at-risk populations are largely dependent on external funding. Civil society groups failed to mobilize internal resources (i.e. from individuals and corporates) and capitalize on these resources to expand reach of, and sustain, programs for these populations. The capacity to fundraise among most Thai NGOs is limited. Most of the CSOs lacked leadership, credibility, marketing skills for worthy causes, personal connections and networks of support.
To support local Civil Society Organization working on children issues across Thailand, Plan International Thailand is implementing Building Strong Civil Society Organizations and Networking for Sustainable Development Project funding by Swedish International Development Cooperation Agency (SIDA). The implementation period is from January 2015 – June 2018. The project long-term objective is to a better realization of children’s rights in Thailand as enshrined in the CRC and its Optional Protocols. The project is achieving its objective through building the capacity of civil society organizations and supporting their coordinated and sustained efforts to work together on data collection, information and resource sharing, reporting and advocacy for a common long-term agenda for all children in Thailand to enjoy their rights and to realize their full potential, especially for Most at risk populations.
Therefore, Plan International Thailand is looking for a consultant or a team of consultants who will be able to conduct a baseline study of the implementing project following its outcome indicators. The information and result of the study will be used as the baseline of the project in designing capacity building program for the CRC coalition and will be used for comparing the result of the mid-term and final evaluation of the project.
II.Objectives of the Support to Capacity building of CSOs Project
Building Strong Civil Society Organizations and Networking for Sustainable Development Project is targeting to civil society organizations that advocate children right and the children that these organizations are supporting. The 2 main components of the project is the establishment and strengthen of Child right network and the capacity development of Plan’s implementing partners. The 4 main objectives of the project are:
OUTCOME 1: A CRC coalition is established with a structure and systems, procedures and strategies in place to ensure a high level of functionality and is recognized by the Government.
OCI: 1.1 Effectiveness of structure and systems
OCI: 1.2 The Coalition has been recognized by the Government.
OUTCOME 2: Children’s rights violations are addressed through improvements and implementation of relevant laws/polices.
OCI: 2.1 # of policies changed or implementation improved to better child rights and child protection
OUTCOME 3: Partners’ capacity are built and strengthened so that they are able to sustain their organizations and coordinate with the CRC coalition to work towards the realization of children’s rights.
OCI 3.1 # of implementing partners which are able to put learnt organizational and technical knowledge and skills into practices
OCI 3.2 # of best practices/success stories disseminated to the Coalition and other stakeholders to improve child rights situation.
OUTCOME 4: Establish youth groups In Plan and partner area to encourage meaningful participation of Children and youth.
OCI 4.1 # of children / youth who are active members and contribute to policy changes at various levels
III. Objective of the Baseline Study
The coalition was formed in 2012 working on all aspects of children‘s rights. The coalition was formed with an aim to promote and reinforce the works on children development among participating organizations and coalitions and collaborate with government agencies to ensure that the Thai government take all necessary measures and take actions in conformity with the convention on the rights of the child as well as other adopted legislation on child rights. The current member of the CRC coalition are 42 and it is led by a steering committee group and 6 thematic groups. The outcome to be study are outcome 1, 2, and part of outcome 4. The main objective of the study are:
To assess the current organizational and technical capacity of the CRC Coalition in terms of achieving its mission and goals.
To review the result of the progress of project implementation towards achieving the objectives and outcomes of the project.
IV.Scope of work
Review the coalition’s organizational documents (vision/mission/goals, by laws, organizational structure, roles and responsibilities, CVs of steering committee, organizational profile of members, work plans and semi-annual reports); project documents and secondary data from relevant documents (Reports, Meeting minutes).
Gather primary data from the Coalition steering committee, members and children /youth.
Based on the result of the baseline study, develop a two year capacity building program for CRC Coalition.

VI.Tasks
The consultant will be working with Plan Thailand’s Coalition secretary and Coalition steering committee in conducting the study will be responsible and accountable to the following tasks:
Task 1: Design of the baseline study methodology and tools to collect data from target group related to outcome indicator of the project
Task 2: Collect and asses of relevant documents and information related to outcome indicator of the project
Task 3: Collecting information and analyze data on outcome indicators of the project from target groups and secondary sources following agree methodology and tools
Task 4: Submit drafted report with executive summary on the result of the study follow the outcome indicator to Project staff and M&ER manager at Plan International Thailand for review, and
Task 5: Revise and submit final report with executive summary (two hard copies and one soft copy) to Plan International, Thailand Country Office.

The duration of consultancy is 1 month, from 1 July 2016 to 31 July 2016.

Consultant’s qualification
A consultant or a team of consultants will be recruited. The minimum qualifications and experience required are:
Proven research background with a degree social sciences or related fields.
Broader understanding and knowledge on Child right issue in Thailand and UNCRC mechanism is an advantage.
Proficient English writing and documentation skills.
Excellent interpersonal communication skills and able to demonstrate respect for people with diverse ethnicities, different socio-economic backgrounds and beliefs.
