Context:
Under the overall supervision of the Chief of Mission, and the direct supervision of the Project Manager in Bangkok, the Project Assistant will be responsible for planning, managing and monitoring the implementation of Migrant Assistance Unit project activities covering Ranong and Phang Nga provinces.
Core Functions / Responsibilities:
Particularly, he/she will carry out the following duties:
- In coordination with the Bangkok office, develop strategies, approaches and methodologies to implement project activities in order meet project objectives;
- Ensure that project activities are implemented on schedule and within budget and provide regular written updates to the relevant project staff in Bangkok, including participating in monthly conference calls and discussing and coordinating necessary changes in project work plans;
- Build and maintain relationships with local government counterparts, project partners, NGOs and community-based organisations;
- Liaise regularly with government counterparts, local authorities, NGOs and community-based organisations to ensure smooth implementation of the project;
- Represent IOM and provide technical assistance at local and provincial government meetings as required, including bilateral, cross-border meetings and workshops;
- Provide close guidance and oversee the work of the Junior Project Assistants in Ranong and Phang Nga. In particular, establish a regular monitoring and reporting mechanism to strengthen supervision of the Junior Project Assistant in Phang Nga.
- Undertake regular duty travels to Phang Nga to ensure smooth implementation of the project activities and to monitor activities undertaken in the field;
- Produce information, education and communication (IEC) materials in close consultation with project staff, project partners and government/non-government stakeholders;
- Collect and record updated data/information on labour migration, migrant rights and policy, and legal processes concerning migrants, Rohingya flows and challenges;
- Organize and coordinate events, including, capacity building workshops, trainings, meetings and outreach activities for information campaigns,
- Assist workshop trainers/facilitators in conducting workshops in order to improve delivering methods, achieve workshop objectives, and enhance participants’ involvement and commitment to the workshop;
- Provide technical supervision in the design and implementation of monitoring and evaluation tools, including assessments, surveys and interviews, in order to document and determine the progress and impact of the project.
- Ensure the submission of monthly / quarterly / annual progress reports for project activities in English to the relevant project officers in Bangkok;
- Coordinate the production and timely submission of financial reports, including following with team members to ensure this occurs;
- Translate and interpret relevant government policies, decisions and other documents, including meeting notes, and distributing to IOM Bangkok project staff, and local staff/partners as needed.
- Supervise and coordinate all administrative activities under Migrant Assistance Unit and Emergency and Post-Crisis Unit in Ranong and Phang Nga
- Communicate and coordinate as an IOM representatives with Government counterparts to support implementation of IOM activities
- Perform such other duties as may be assigned by the Project Manager.
Required Qualifications and Experience
- University degree in social sciences or related field. A master’s degree is preferred;
- At least three years of experience with an international or intergovernmental organization working on issues related to migrant populations in Thailand.
- Demonstrated experience in liaising with government officials and in coordinating activities with NGOs and government partners;
- Experience in organizing and coordinating surveys, workshops and trainings;
- Capacity to work independently with minimum supervision;
- Personal commitment, efficiency, and flexibility;
- Experience in working effectively and harmoniously with colleagues from various cultures and professional backgrounds at all levels;
- Good writing, communication and negotiation skills;
- Understanding of international norms and domestic law on counter trafficking in persons and victim protection assistance in Thailand is an advantage;
Languages
Fluency in English and Thai, Ability to communicate fluently in Burmese is an advantage.
