Context:
Under the direct supervision of the Senior Programme Manager in Bangkok, and the overall supervision of the Chief of Mission in Bangkok, the successful candidate will support and coordinate the implementation of the project “Poverty Reduction through Skills Development for Safe and Regular Migration in Cambodia, Lao PDR, Myanmar, Thailand and Vietnam” through providing technical and administrative specialized support in the implementation of project activities and management of partnerships under the project.
Core Functions / Responsibilities:
Particularly, he/she will carry out the following duties:
- Support the implementation of project activities in Thailand, and coordination and monitoring of activities implemented in other project countries with particular focus on facilitating the development of sector-specific skill development models, including contributing to stakeholder liaison, curriculum development, event organization, training delivery and other relevant activities.
- Support the development and implementation of project communication strategy, including preparation and distribution of specific communication materials and monitoring compliance of project partners with the project visibility guidelines.
- Assist in preparation of project donor reports, and provide administrative coordination to maintain and update project documentation as required. .
- Act as focal point with non-state project partners, including finalization of agreements and monitoring of performance.
- Liaise with national project counterparts as necessary, including civil society organizations, employers and relevant government authorities.
- Facilitate knowledge and information sharing between Country Offices engaged in project implementation and with other IOM thematic and regional networks.
- Gather and analyze information on key trends, relevant policy developments and activities by various stakeholders in project countries pertaining to labour migration, skills development and poverty reduction.
- Assist in data collection and analysis, and drafting and dissemination of internal and external knowledge and information materials based on the evidence generated by PROMISE.
- Participate in the development of labour migration portfolio and respective resource mobilization at IOM Thailand, in particular based on PROMISE lessons learnt and contact network.
- Represent IOM Thailand’s labour migration activities at meetings, conferences and other events, as necessary.
- Perform such other duties as may be required.
Required Qualifications and Experience
- University degree in labour or development economics, sociology, international relations, education or a related field from an accredited academic institution
- At least two years of relevant professional experience working on migration, international development, skill development or related themes.
- Experience and/or academic knowledge in the field of labour migration, social inclusion and/or sustainable development policies and practices with the focus on human mobility and community development; strong analytical skills and demonstrated managerial and organizational ability;
- Sound understanding of IOM standards and requirements pertaining to project implementation, monitoring, evaluation and reporting.
- Ability to work in a multicultural team and with counterparts at different levels;
- Strong quantitative and qualitative research skills
- Demonstrated ability to meet deadlines and to write clearly and accurately;
- Knowledge and understanding of migration issues in Thailand.
- Team work oriented but with a capacity to work independently
- Excellent writing and communication skills
- Computer literate
- Expertise in statistical analysis and use of statistical packages such as SPSS is a distinct advantage.
Languages
Fluency in English and Thai, ability to communicate in Cambodia, Lao PDR, Myanmar, and Vietnam languages is an advantage.
