BACKGROUND
Founded in 2007, APCOM is a coalition of members – governments, UN partners, non-profits and community based organisations – from Asia and the Pacific. We represent a diverse range of interests working together to advocate on, highlight and prioritise health and human rights issues that affect the lives of gay men and other men who have sex with men (MSM), transgender people and other individuals of sexual and gender identity’s minorities.
Our goals are to improve male sexual health through increased investment, coverage and quality of sexual health services for our communities by:
- Advocating for sexual health services
- Advocating for an enabling environment
- Gathering, generating & sharing strategic information
- Building a cadre of advocates at all levels
ABOUT THE POSITION
The Multi-Country South Asia Global Fund HIV Programme (MSA) is a regional HIV programme operating in seven countries: Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. The overall goal of the programme is to reduce the impact of, and vulnerability to, HIV of men who have sex with men (MSM), hijras and transgender people through Community Systems Strengthening (CSS). In Afghanistan, the programme focuses on HIV prevention services for men with high risk behaviour. As a regional Sub-Recipient of the programme, APCOM carries out a mandate to support high-level regional and national-level policy development and advocacy, technical support and research activities.
The Communications Officer is expected to work under the direct supervision of the Communication and Partnership - Senior Manager and in close collaboration with APCOM’s Communication Unit to support and maintain internal and external communications with the programme’s implementing organisations (Primary Recipient and National Sub Recipients) and to develop visual strategic knowledge products mandated to APCOM under the programme.
The position of Communications and Media Officer will also support APCOM’s corporate communications and the execution of the communication components of the implementation of other APCOM’s projects as per work plans and budgets proposed for APCOM.
SCOPE OF WORK
The scope of work of this position includes, but is not limited to, the following activities:
- Managing and utilising MSA’s communication assets (webpage, e-newsletter, Facebook page, etc) to enable strategic and effective communication between
APCOM and implementing agencies of MSA
- Managing and utilising APCOM communication assets (website, e-newsletter, publications, social media channels, etc) to enable strategic and effective
communication between APCOM and its stakeholders
- Developing marketing assets (in collaboration with Visual Communication Officer) as well as managing and utilizing APCOM’s marketing channels (website,
Facebook ad, Google Adwords, etc) to promote and/or disseminate projects’ profile and activities, knowledge products, events, resource mobilisation, recruitment, etc.
- Assisting in developing communication plans for events and new projects
- Maintaining and ensuring the organisation’s branding clarity and consistency
- Developing, writing/copyediting and/or sourcing of content for APCOM's The Source (online knowledge hub) as well as for APCOM’s social media platforms
(Facebook, Twitter, and YouTube)
- Writing/copyediting press releases, news articles and content marketing for APCOM’s newsletter and website as well as external media/news outlet
- Assisting in media liaison
- Assisting in developing APCOM’s Annual Report and other corporate communication documents/collaterals
- Assisting in creating visual products based on text-based knowledge products and other strategic evidence (i.e., static/kinetic infographic, PSA video, vox pop
video, etc)
- Working with translators to translate knowledge and communication products into a range of Asian languages
- Managing visual documentation of projects’ activities and events
- Overseeing the management and maintenance of APCOM’s Nation Builder stakeholder/supporter contact database
- Assisting in other duties directed by Communication and Partnership, Senior Manager and APCOM’s Executive Director

- MSA quarterly newsletter
- APCOM’s e-newsletter
- Press releases and news articles
- Stories/publications showcasing the experience and expertise of community advocates from across Asia-Pacific region
- Increase of subscribers/followers of APCOM’s social media channels
- Expansion of subscribers of APCOM’s e-newsletter
- Expansion of media contact list
- Analytics of MSA’s online assets and APCOM’s online assets, inc. knowledge products
- Annual Report and other corporate communication products
- Marketing collaterals
- Visual documentation (videos, photos)
- Visual communication products
KNOWLEDGE AND SKILL REQUIREMENTS
Essential
Education:
- A university degree in communications, marketing, journalism, development studies or other related studies
Language:
- Demonstrated high proficiency in English (reading, writing and speaking)
Experience:
- A minimum of two-year working experience as communications officer or any other related positions
- Strong digital and offline marketing skills
- Strong communication and interpersonal skills
- Strong organisational and programmatic skills
- Able to work with graphic designer
- Able to take initiative and work well independently and as part of a team
Technical Skill:
- Fluency in managing social media platforms (Facebook, Twitter, YouTube) and other related supporting applications, including their analytic platforms
- Fluency in managing and maintaining Wordpress-based website, including basic knowledge of HTML language
- Expertise on Facebook advertising, Google Adwords and other marketing channels
Desirable
Experience:
- Strong knowledge proficiency on LGBT, HIV and sexual health topics
- Good understanding in media and stakeholder liaison and engagement strategies
- Sensitive to multicultural working environment
Language:
- Native speaker of an Asian language is preferable
Technical Skill:
- Proficiency in using Mailchimp and SurveyMonkey
- Proficiency in using Google Analytics
- Knowledge of Nation Builder
