The USAID-funded Connecting the Mekong through Education and Training (USAID COMET) project will help universities and vocational centers to increase the number of skilled workers in Science, Technology, Engineering, and Mathematics, Accounting and Tourism (STEM+AT) fields in the Lower Mekong countries: Cambodia, Laos, Myanmar, Thailand, and Vietnam.  USAID COMET seeks to bridge the gap between the private sector, universities and vocational centers in order to ensure the supply of skilled workers meets the demands from local businesses.  The project will rely on mobile technology, online learning, and traditional in-person workshops to promote regional networking in ASEAN and to help people from rural and marginalized areas access educational services.

 

Over the course of the five-year project, vocational centers and universities will be strengthened so that they can help future leaders develop the skills needed to catalyze job growth in high demand industries in the sub-region. This project will ultimately empower the Lower Mekong countries with a workforce that can bridge the development gap within ASEAN and take advantage of the benefits under the ASEAN Economic Community. 

 

Finance and Administrative (F&A) Coordinator will support the financial and administrative functions of the Operations team. S/he will work closely with the Deputy Chief of Party, Operations, Finance Officer and the project team to plan, coordinate and organize meetings, training workshops and events and ensure that the financial and administrative aspects of these activities are effectively coordinated. S/he will also be assisting on office management duties and Human Resource management tasks.

 

Title: Finance and Administrative Coordinator

 

Report to: Deputy Chief of Party, Operations

 

Summary: Reporting to the Deputy Chief of Party – Operations, Finance and Administrative Coordinator will provide financial and administrative support to USAID COMET project activities, participants, partners and donors. S/he is expected to work independently and effectively interact with a diverse staff, clients, consultants, collaborators, co-workers, field sites and funders.

 

Essential functions:

 

  • Provide administrative and logistic support to the project team, participants, donors and partners, including:
    • Identifying venues for meetings, training and workshops
    • Negotiating vendor contracts, coordinating payments to participants, staff and vendors working closely with the Finance Officer
    • Arranging for travel schedules, booking air tickets and hotel accommodation, and local transportation
  • Provide financial and accounting support to Finance Officer, management, participants and project staff, including handling petty cash, banking, participants’ travel expense clearance, and others;
  • Handle routine financial transactions as necessary to carry out program activities and for the effective running of the office;
  • Assist with office administration duties, including office security, vendor services, maintenance of office equipment and inventory supports and procurements;
  • Assist with tasks related to Human Resource management, recruitment, visa and work permit application, EDC office registration and others;
  • Prepare documents, photocopies, catalogs, and electronic data for project activities, donors and government officials;
  • Maintain records and files and database system;
  • Create correspondence, coordinate report writing for government offices as needed;
  • Attend meetings, plan, organize and independently carry out workload priorities to ensure smooth and timely coordination and production;
  • Apply organizational terms, procedures, systems, and policies;
  • Coordinate production of banners, presentation materials, non-routine publications and brochures;
  • Other tasks as assigned.

 

Qualifications and Requirements:

 

  • Bachelor’s degree and 5 to 6 years of directly relevant experience required;
  • Basic budget monitoring and general ledger skills;
  • Experience working on USAID-funded projects is a plus;
  • Fast learning, self-motivated and creative individual who can work independently and as part of a team;
  • Can work effectively under tight deadlines;
  • Excellent written and oral communication skills in English.
  • Excellent computer skills including PowerPoint and Excel Microsoft Office programs; and
  • Can travel to Lower Mekong Countries as needed.

 

This is a local hire position and is open to Thai citizens and non-citizens with valid work authorization. A competitive benefits package and salary will be provided in local currency. This is a full-time position for 12 months with the possibility of extension based on availability of funding.
