Education Component – the 7% Project (Year 2)

Background

According to the World Health Organization, road traffic accidents are responsible for more than 1.2 million deaths globally each year, with motorcycle accidents accounting for nearly a quarter of these deaths. In 2012, 14,059 people were killed on roads in Thailand, resulting in a road death rate of 36.2 per 100,000 people. Road accidents are the second leading cause of death of Thai children. Most children travel on motorcycles daily, and while Thai law mandates helmet use for motorcyclists, only an estimated seven percent of children wear helmets. Research indicates that helmet use is the single most effective means of preventing injury among motorcyclists; it reduces risk of death by 40% and severe head injury by 70%. Without coordinated efforts to establish a culture of helmet safety, more children and adults will risk their lives and health on roads. The project’s four components are:

  • Education – teaching children the importance of and how to wear helmets, using peer influence to change behaviour.
  • Police Engagement – working with parents and police to ensure that children wear helmets every time when riding motorcycles.
  • Media and Outreach – campaigning to include helmets as part of school uniforms, and conducting nationwide messaging, events, advocacy, and social mobilisation efforts.
  • Adaptation – designing helmets that youth want to wear, and providing opportunities for children to customise their own helmets.

To inspire behavioural change towards new social norms, Save the Children has been working closely alongside teacher and student helmet ambassadors to monitor and evaluate the toolkit, improving content and activities.  Save the Children selects and trains teacher helmet ambassadors (THAs) who play a crucial role in leading helmet safety initiatives and promoting behaviour change among peers. The Behavioural Influence (BI) toolkit includes selection criteria, outlines student and advisor roles, summarises objectives and activities, and provides training of trainer (TOT) workshop curriculum. To ensure impact and behavioral changes and firmly established the project’s footing in Bangkok Save the Children divides the target schools into two different categories: entry group with 200 new schools and intensive group in 4 districts with 41 schools.

To ensure the project impact, Save the Children is looking for workshop / training facilitators to

  1. Conduct teacher trainings to 400 teachers from 200 BMA schools, so teachers can be better equipped to implement the educational curriculum.
  2. Conduct the series of consultation meetings with key decision makers: BMA, Police, and Road Safety Network for specific the Standard of Procedures (SOP) for the school safety regulations.
  3. Conduct the reflection workshop for present the result at Award Ceremony event

Objectives and Deliverables  

  1. Entry group: co-design and facilitate workshop
    • TOT Workshop (Year 2): November 2017 for 200 schools
      • TOT workshop plan and module, including Child Safeguarding and Comprehensive School Safety framework
      • TOT workshop facilitation
      • TOT workshop’s analysed/summarised findings and report
    • Monitoring and follow-up
      • To monitor, obtain feedback and analyse report on the school engagement and intervention activities with teachers and students
        • Conduct monitoring and feedback obtaining with adaptive methods suitable to the desirable data collection
        • Report on the monitoring activities using 7% Project’s template suitable for implementation’s database collection, analysis and MEAL-related purposes.
  1. Intensive group: co-design and facilitate the meeting/workshops
    • Creative brainstorming workshop for having a common school safety regulation with SOP
      • District and school risk analysis
      • Review existing school safety standard
      • Set up the school safety management plan
      • Finalise the common pilot school regulation, ready to submit to BMA, OBEC, Police and relevant road safety stakeholders

Management

The facilitator will report to Child safety & DRR Project Coordinator, in technical support from Child Safety & DRR Specialist and Senior Bangkok Field Coordinator

Period of Engagement

October 2017 – March 2018

Budget

The researcher team is requested to submit the proposal, work plan and detailed budget with their application letter. The financial competitiveness of the fee will be considered in the selection process.

Qualification:

  1. Thai national
  2. Previous work experience in event planning, developing training curriculum, and facilitating trainings and meetings
  3. Excellent oral and written communication skills
  1. Ability to work independently and meet tight deadlines

Location: Facilitator office, workshop venue, and other on-site locations
