Finance Coordinator

The Center for People and Forests - RECOFTC holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 30 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers innovative solutions for people and forests.

 

RECOFTC is now seeking a Finance Coordinator under its Corporate Services unit. The successful candidate will be based at RECOFTC Regional Office in Bangkok, Thailand. The contract period will be for 12 months, national recruited condition, with the possibility of extension.

 

POSITION SUMMARY

The Finance Coordinator leads and supervises Finance sub-unit under the Corporate Services unit and reporting to the Unit Manager, Corporate Services. The Finance Coordinator is responsible for the overall finance and accounting functions at Regional Office in Bangkok and providing supervision to country offices.

 

MAIN DUTIES AND RESPONSIBILITIES

Under the supervision of Corporate Services Manager, the Finance Coordinator will have the following responsibilities:

 

Strategic Planning and Management

  • Overall management of all staff in the finance sub unit, as well as the supporting and coaching to Accounts and Administrative Officers (AAOs) in the country program offices of RECOFTC in Cambodia, Indonesia, Lao PDR, Myanmar, Thailand, and Viet Nam in consultation with the Unit Manager, Program Coordination and Operations, and Directors of these Country Programs directly or indirectly;
  • Monitor budget allocation - for both unrestricted core funds and restricted project funds - and implementation, and suggest reallocation of funds and ensure that funds are spent in accordance with the allocation; communicate with concerned staff in allocation of budget;
  • Monitor and manage the cash flow of the Organization and its Projects;
  • Ensure smooth operation of computerized accounting and financial management system in regional and country program offices;
  • Ensure smooth functioning of the accounting system, this includes system upgrade as and when necessary, and staff training on the accounting system;
  • Supervise the reconciliation of bank statements, account receivable and payable, and communicate with both creditors and debtors;
  • Work with Corporate Services Manager in preparing annual budget;

 

Compliance:

  • Ensure compliance with Taxation Laws of the Royal Thai Government, and other program countries if needed;
  • Ensure that the financial operations comply with Accepted Accounting Principle of the Regulatory Body in Thailand, and the Charter and any by-laws of the Organization, as well as any other compliances necessary in any of the focal countries, monitor financial transactions in the regional office and all country offices for compliance with the requirements of relevant government regulations, RECOFTC and donors’ policies and requirements;
  • Supervise the processing of accounting transactions within budgetary approvals and ensure that all accounting and financial transactions are valid and supported with appropriate original documents as well as all journal entries are properly authorized, narrated and supported with adequate documentation and also reflect accurately the accounting transactions and financial position of organization;

 

Financial Report, Audit and Control:

  • Carry out all required tasks in accordance with year-end audit requirements, to ensure smooth completion of audit;
  • Audit Project financial reports, wherever required by the project donors;
  • Communicate monthly financial report (budget VS Expenses) – for both restricted and unrestricted funds to Executive Committee members and project leaders;
  • Coordinate with Program Coordination and Operation (PROCO) Unit and respective Project Leaders for monthly review of budgets, variances and budget allocations, provide advice on budgeting, contracts, and other matters related to accounting and finance in program and projects;
  • Work with Country Accounts and Administration Officers to prepare and review grant reports from all countries prior to the submission to the donors;
  • Supervise the submission of  Project Financial Reports in accordance with Donors Agreements and are sent to Donors on time;
  • Draw up of consolidated financial statements and relevant schedules (income expenditure statements, Balance sheet, and other related statements at the end of the financial year (October-September), which includes both unrestricted core funding and restricted project funding, in a common currency as per the advice of the management/board of trustees;
  • Arrange appropriate accounting and financial control system in accordance with overall organization’s policy as well as proper financial controls and procedures for all expenditures;
  • Prevent dishonesty or unintentional misuse of funds; monitor these controls, internal control review, financial and budgeting support, correct wrong spending and report it to Corporate Services Manager;

 

Others:

  • Liaise with Banks and ensure that RECOFTC obtains best interest and exchange rates all times;
  • Capacity building (raise awareness and training) on Finance and Accounting related policy orientation, technical training and refresher/awareness for accounts and other staff in regional office and country offices as required g. technical guidance, accounting system operating, etc;
  • Co-review consultancy and partnership contracts/agreements entered into by RECOFTC;
  • Work closely with the Management team; prepare and make presentations on finance to the management and board of trustees, as well as to donors and other external agencies when needed;
  • Together with the Corporate Services Manager, give advice and take responsibility for review and revision the finance related guidelines in the Policy and Procedure manual from time to time;
  • Together with the Corporate Services Manager, responsible for organizing Finance committee meetings and circulating minutes;
  • Any other responsibilities assigned by the Corporate Services Manager and/or the Executive Director.

 

QUALIFICATIONS AND EXPERIENCE

The Finance Coordinator will have the following essential and desirable qualifications and experience:

Essential

  • At least Bachelor degree in Accounting. Preference will be given to those who also have CPA or MBA from a recognized university
  • Minimum 10 years working experience in similar capacity. Very good knowledge of English
    language (extremely important in view of the need to interact regularly with staff in country program offices and donor/partner organizations)
  • Experience in managing multicultural teams
  • Experience in working on the SAP accounting system
  • Proficient in application software such as the MS Office suite (Excel, Word, Power point),
    Crystal Report, SAP Report Painter
  • Fluent written and spoken English and Thai;
  • Able to travel in the region when required
  • Ability to work on multiple tasks in a matrix management structure

  • Be able to work with minimum supervision.
  • Outgoing and service-minded
  • Experience of having worked in a multicultural environment
