Plan International is an international humanitarian, child-centered development organization, implementing development programs that promote the realization and fulfilment of children’s rights and the alleviation of child poverty.

 

Position:  Regional Grants/Reporting Accountant

Assignment duration: Permanent Contract

Duty station: Bangkok

 

JOB BACKGROUND: The Grants Analyst will undertake the responsibility of ensuring that appropriate overhead grant cost recoveries and other grant requirements are completed and included in each agreement. This position will oversee the setting up of effective monitoring mechanisms to record, report and analyze costs. As a regional resource, this position is expected to provide technical training support on monitoring the financial aspect of grants and coaching in the use of the Grant Tracking System.

 

TYPICAL RESPONSIBILITIES:

 

For the Regional Office:

  • In consultation with the CO/RO Finance Director and Program Managers ensure that the financial aspects of Regional Office (RO) grants are completed according to specifications and contractual requirements.
  • Set up a system to provide the estimated cost of each staff in the region. Take responsibility to ensure that appropriate overhead recoveries are included in each grant. On a quarterly basis monitor and consolidate the actual cost recoveries of grants.
  • Setup grants in the system and ensure that appropriate projects are attached.
  • Monitor timeliness of reports to donors by maintaining a record submission matrix.
  • Monitor, report on and analyse grants expenditures vs. budget monthly.
  • Liaise and engage with external auditors in the audit of grants, and ensure audit requirements are satisfactorily completed/submitted to the auditors.
  • Prepare and analyse required grants financial updates/reports in accordance with the donor reporting requirements set in the signed GAD.
  • Recommend and implement appropriate grant administration procedures in keeping with donor requirements.
  • Reconcile reports and ensure quality of reports before submitting to donors.
  • Provide capacity building by assisting on online support to staff on grants-related matters.
  • Participate in workshops and trainings related to Finance and Grants and possibly non-finance meetings to broaden knowledge of Plan systems and procedures.

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE: Bachelor degree in Accounting or Finance.  At least 2 years relevant experience in grants administration or financial analysis. Knowledge of financial systems, financial management and reporting.  Proactive and flexible.  Able to work with deadlines.  Able to work independently and take initiative to prioritize and to plan. Strong team building skills. Good knowledge of database, data extraction methods and report presentation. Proficient in computer skills and use of relevant software (particularly SAP). Working knowledge of written and spoken English.
