Senior Program Officer/ Program Officer - Monitoring & Evaluation Officer (Based in Bangkok)

Responsibility:

The SPO is a key member of the Technical Support Unit (TSU) responsible for the development and strengthening of Raks Thai's programs in educational, women and children’s empowerment and development, micro-enterprise and community development. This person will be responsible for monitoring & evaluation of all projects under the Technical Support Unit. Responsible in the development of project indicators, information system, project data-base for monitoring and evaluation. Develops proposals for new funding opportunities. Designs monitoring and evaluation systems and engage in the overall programmatic and financial monitoring and reporting.  Initiates and maintains relationships with key program partners, public and private agencies, as well as local and international donors. Preparing detailed program work-plans, budget plans as well as preparing/drafting donor reports according to standards and requirements. Is responsible for new project development. Designs and facilitates technical workshops, training and seminars related to project goal and objectives. Strengthen capacity of local staff and partner organizations in program management. Facilitate regular monitoring missions and coordinate reviews of program results.

Qualifications:

• Graduate degree or higher in political science, social science, business management, economics or related areas.
• Minimum of three year working experiences in project management. Preferred experiences in project design, monitoring and evaluation and budgeting.
• Understanding of and experience in working in development projects in relation to reproductive health, gender equality, micro-enterprise activities will be an advantage.
• Oral and written proficiency in English and Thai, and computer literacy (especially in MS Word, Excel, PowerPoint).
• Excellent interpersonal, verbal and effective communication skills combined with problem solving skills.
• Demonstrated strengths in planning and organizational skills with the ability to think and act strategically in the design and execution of programs, and conceptualize complex issues, and strong leadership skills.
• Good facilitation skills in planning and conceptualizing complex issues.
• Having wide interest in social issues especially disadvantaged groups and their rights.
• Ability to work and travel independently.
