Full-time (1-year contract with a 119-day probationary period)

Location

Bangkok with regular international and domestic travel as required.

This position will report to the Country Program Coordinator - Thailand.

The Australia–Asia Program to Combat Trafficking in Persons (AAPTIP) is a five-year (2013–2018) AU$50million initiative of the Australian aid program that aims to reduce the incentives and opportunities for trafficking of persons in the Association of South East Asia Nations (ASEAN) region. AAPTIP builds on the experience and established partnerships developed through a sustained development assistance engagement since 2003 and focuses on the prosecution pillar of anti-trafficking.

AAPTIP operates at both the regional and national levels and provides support to the Association of South East Asian Nations (ASEAN) by working with the ASEAN Secretariat (ASEC) and ASEAN Sectoral Bodies. AAPTIP also works directly with ASEAN Member States themselves, with country programs in Indonesia, Thailand, Myanmar, Cambodia, Lao PDR, Vietnam and the Philippines.

AAPTIP will strengthen the criminal justice response to human trafficking by helping improve:

  • Investigations of transnational labour trafficking;
  • Prosecutions of exploiters;
  • Fair and timely adjudication of trafficking in persons cases; and
  • Cooperation between regional bodies and leadership on human trafficking.

With the ‘ASEAN Convention of Trafficking in Persons, Especially Women and Children’ (ACTIP) entering into force in March 2017 and associated activities increasing, AAPTIP seeks to provide extensive support for those implementation efforts.

Summary of Role

The primary role of the ‘Trafficking in Persons Adviser – Thailand’ is to support the implementation of AAPTIP in Thailand in line with national priorities and regional developments. This will require the Trafficking in Persons Adviser - Thailand to work closely with the Country Program Coordinator, and others in the AAPTIP team including senior advisers to implement key project activities related to the criminal justice response to trafficking in persons cases in an ethical and effective manner. The role will involve providing strategic and operational advice to national counterparts and the AAPTIP team.

Specific Duties

Under the supervision of the Country Program Coordinator and the direction of the Regional Prosecutorial Adviser, the ‘Trafficking in Persons Adviser – Thailand’ will:

  • Liaise between AAPTIP and officials from the Royal Thai Government, including to develop and maintain excellent working relationships based on mutual accountability and respect;
  • Ensure excellent two-way communication between AAPTIP and Thailand stakeholders to promote collaboration on TIP;
  • Keep abreast with national and regional developments in the TIP sector;
  • Provide strategic and technical advice to national counterparts and AAPTIP personnel on effective strategies to implement the program;
  • Ensure compliance with DFAT core policies, including but not limited to Disability and Child Protection Policy; and
  • Other duties as directed by the Country Program Coordinator and the Regional Prosecutorial Adviser.

Core Competence Required

  • A good understanding of the laws, policies and issues that relate to trafficking in persons in Thailand;
  • Strong interpersonal abilities with highly effective negotiation and advocacy skills as well as excellent proficiency in written and oral English language;
  • Ability to provide reliable and respected advice to management and counterparts;
  • Ability to effectively liaise with the key stakeholders in Thailand;
  • Demonstrated understanding and appreciation of gender and human rights issues; and
  • Competent information technology skills.

Qualifications and experience

  • Law degree from a University in Thailand. A qualification in the criminal justice field or international development is highly desirable.
  • Demonstrated experience working in the counter-trafficking in persons sector in Thailand or another region is preferred. Experience in supporting the justice sector will be highly valued.
  • Experience working for, or collaborating with, government and international agencies will be highly valued.
