The Center for People and Forests - RECOFTC holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 30 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers innovative solutions for people and forests.

 

RECOFTC is now seeking a HR Officer under its Corporate Services unit. The successful candidate will be based at RECOFTC Regional Office in Bangkok, Thailand. The contract period will be for 24 months, national recruited condition, with the possibility of extension.

 

POSITION SUMMARY

The HR Officer is mainly responsible for the payroll administration of RECOFTC employees at its regional office and work closely with Accounts and Administrative Officers for its country program offices in Cambodia, Lao PDR, Indonesia, Myanmar, Nepal, Thailand and Viet Nam. S/he works under the direct supervision of the Regional HR and Administration Coordinator and will be part of the Corporate Services team.

 

MAIN DUTIES AND RESPONSIBILITIES

The main tasks of the HR Officer will include but will not be limited to the following:

  • Maintain the HR database for 100 staff in the payroll system and generate scheduled reports for review and approval;
  • Ensure all compensation and benefits to all employees are in place according to RECOFTC policy; and that all employees access information and benefits as they are entitled;
  • Prepare monthly HR Movement and Monthly Payroll Registration Report for approval and process payment to individual staff’s bank accounts at the Regional Office;
  • Work with Accounts and Administrative Officer in all country offices to process payment for compensation;
  • Process enrollments, changes, and terminations of RECOFTC Staff in all benefit plans and programs such as insurance;
  • Process employee benefits payment i.e. insurance claims and reimbursements, etc.;
  • Process monthly summary HR Cost Report for internal transfer;
  • Work closely with project manager/coordinator to process monthly staff time charging to relevant projects;
  • Assist in conducting research or seeking information in relation to HR policy, process and tools such as compensation and climate survey as assigned and prepare the information and result in the forms of reports;
  • Maintain and update all staff’s personal record on the HR Information System including organization chart;
  • Assist in preparing and renewing consultancy service agreement for Corporate Services unit;
  • Ensure that the work station, computer, internet access, and email address ready for the new employee;
  • Assist in implementing other employee engagement activities;
  • Perform any other duties as may be assigned by the Regional HR and Administration Coordinator and/or Corporate Services Manager.

 

 

QUALIFICATIONS AND EXPERIENCE

The HR Officer will have the following essential and desirable qualifications and experience:

 

Essential

  • Bachelor degree, majoring in Human Resources Management, Industrial and Organizational Psychology would be a plus
  • Minimum three  years working experience in similar capacity, preferably in an international  non-profit organization or multinational private sector
  • Very good knowledge of English language
  • Very good knowledge of Microsoft Office applications s (Word, Excel and PowerPoint)
  • Sound knowledge of HR Database Systems and payroll software
  • Thai National

 

Desirable

  • Pleasant personality with positive attitude, and able to take on and solve problems quickly, efficiently, and professionally
  • Outgoing with service-minded attitude, and
  • Hands-on experience and able to work independently with minimum supervision

In addition to job specific skills and experience, the applicant should possess the following characteristics (including attitudes and skills):

  • Interpersonal communication skills, individually and in-groups, with an ability to work as an active member of multicultural teams. This implies flexibility and open-mindedness
  • Initiative and ability to make informed independent judgments (which is not inconsistent with an overall team approach), and
  • Ability to work in a variety of cultural and institutional contexts
