The Center for People and Forests - RECOFTC holds a unique and important place in the world of forestry. It is the only international not‐for‐profit organization that specializes in capacity development for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, nongovernment organizations, civil society, the private sector, local people, and research and educational institutes throughout the Asia‐Pacific region and beyond. With over 30 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating—RECOFTC delivers innovative solutions for people and forests.
RECOFTC is now seeking a Project Coordinator for its Thailand Country Program’s “Empowering Community Forestry Networks towards improved and inclusive forest governance mechanism through multi-stakeholder cooperation” Project. The successful candidate will be based at RECOFTC Thailand Country Program in Bangkok, Thailand with frequent travelling. The contract period will be for 12 months, national recruited condition, with the possibility of extension. Expected starting date is on 1st March 2018 or as early as possible.
BACKGROUND
The Empowering Community Forestry Networks towards improved and inclusive forest governance mechanism through multi-stakeholder cooperation Project is a four year project funded by European Union (EU) to the Center for People and Forests (RECOFTC). The project is scheduled to start on March 1, 2018. The project aims to strengthen multi-stakeholder engagement processes to ensure that Forest Governance Mechanisms (FGMs) defined by various legal reforms will be developed, implemented and monitored in an inclusive manner with empowered and well-coordinated community forest (CF) networks playing a key role, complemented by empowered and capacitated CF leaders. More specifically the project will concentrate on two specific objectives to be met by 2022:
- Empowered CF networks improve forest governance mechanisms through strengthened collaboration with Local Authorities and multi stakeholder processes
- CF leadership, in particular with attention to women and youth, are capable of effectively representing CF constituents (in particular the voices and interests of those marginalized in forest landscape governance mechanisms) and in sustaining CF networks.
POSITION SUMMARY
The Project Coordinator will work closely with Thailand Country Program (TCP) and regional colleagues under direct supervision of the Director, Thailand Country Program. His/her main role is to oversee overall project management and ensure that the project would effectively deliver the expected results within the agreed timeline, including maintaining strong partner and stakeholder coordination.
RESPONSIBILITIES AND DUTIES:
The main tasks of the Project Coordinator will include but not be limited to the following:
Project management and coordination
- In consultation with the Director, Thailand Country Program, take the lead in designing the project implementation strategy according to the project proposal, including budget planning;
- Provide support in organizing inception workshop and managing partnership agreement, including liaison with EU representative;
- Coordinate with RECOFTC TCP team, project partners and project staff to ensure that the project activities are implemented as planned and synergized between implementing partners ;
- Plan and coordinate to ensure that the project results are systematically documented, monitored and evaluated and effectively fed into the project planning and organization’s learning ;
- Ensure that project visibility and communication messages are strategically delivered to different target audiences according to the project strategy;
- Take the lead in writing project progress reports, financial report and key project documents, and communicate with the EU for progress report, financial report and other relating issues;
- Work with the project team to monitor the project spending and ensure that the financial records and documents meet the EU and RECOFTC financial policy and standard, and directly supervise the Project Assistant (PA) and make sure that financial and administrative tasks of the project are delivered with support from Project Assistant;
- Manage and coordinate the project team to ensure that the team members could perform their roles effectively as well receive sufficient support;
Technical support
- Provide supervision on CF database and CF portal designing, this include taking the lead on data collection, management and analyses of the information and utilization of the information;
- Oversee forest governance research framework and ensure that the research and project analysis document undertaken by the project are of high quality;
- Provide supervision and take the lead on designing capacity development strategy and implementation, including delivery of training, workshop, study visit to CF leaders, Local Authorities;
- Take the lead in coordinating with the CSOs, CF networks, research networks, private sector and government agencies to make sure that there are dialogues and consultations across the sectors;
- Provide support in piloting and demonstration of the new CF innovations e.g. on CF business;
- Perform any other task as assigned by the Director, Thailand Country Program
QUALIFICATIONS AND EXPERIENCE
The Project Coordinator will have the following essential qualifications and experience
Essential:
- Bachelor Degree (or higher) in Natural Resource Management, Forestry, Social Sciences or related fields
- At least five years of project management experience
- Experience working on multi-stakeholder process, community forestry or other related conservation or development issues in Thailand
- Experience in project management and be able to meet deadlines
- Experience in adult learning, training, knowledge and skill transfer
- Good knowledge and understanding of forest laws, policies, and community based natural resource management mechanism in Thailand
- Good knowledge of Microsoft Office and using web based applications
- Good English skills with proven record of good Thai writing skills
- Thai nationality
Desirable:
- Proven experience in coordinating with several project partners and stakeholders
- Experience in facilitating meeting and networking
- Independent with time management skills
- Output and outcome oriented
- Willingness to travel regularly
