Location:Ratchaburi Province

 

Background/IRC Summary:

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Job Overview/Summary:

The Psychosocial Program Manager oversees an integrated, multi-phased psychosocial component within the IRC Health Program, Women’s Protection and Empowerment (WPE) program and Livelihoods program that aims to improve the community’s ability to detect and address psychosocial needs of displaced persons living in the Tham Hin Temporary Shelter, Ratchaburi province and satellite operation in Ban Don Yang Temporary Shelter, Kanchanaburi province.

 

Major Responsibilities:

Program and Budget Management

  • Identify the psychosocial and mental health needs of the community and work with camp-based assistants, health team, WPE team and Livelihoods team to align support that facilitates training to improve knowledge, skills and capacity
  • Supervise the psychosocial program in the Tham Hin and Ban Don Yang Temporary Shelters, including recruiting camp-based refugee workers
  • Ensure that all internal (IRC) and external (donor, partner, government) reporting requirements are met and that reports are of a high quality and submitted on time
  • Participate in strategic planning to ensure the sustainable integration of psychosocial program activities
  • Compile data and prepare report on psychosocial health for weekly Health Information Systems (HIS), monthly progress, and all other reports
  • Collect and analyze quantitative and qualitative data to monitor and evaluate program progress
  • Assist in developing program proposals as necessary
  • Focus on vulnerable groups including mental health clinical patients, youth, vulnerable children, substance users, clients with chronic diseases and survivors of gender-based violence
  • Oversee program activities and provide advice, support and assistance in the development of training materials, community awareness raising materials and others as necessary to achieve program goals
  • Ensure that the program is under continuous monitoring and evaluation to measure impact and success of program activities
  • Monitor the program work plan and spending plan in accordance with monthly schedule
  • Develop or adapt IRC training materials on psychosocial health for camp-based staffs to improve their knowledge, skills and capacity
  • Support in the development tools for evaluating long term impact of program intervention and training
  • Provide oversight to camp-based assistants and other partners to ensure the program meets best practices standards
  • Identify staff training needs on psychosocial health to ensure stability of psychosocial health services to the refugee community

  • Ensure psychosocial support services are well integrated and coordinate with the current IRC programs and the Thai health system
  • Collaborate with other IRC programs, community-based organizations and camp community to ensure appropriate care and counseling services are available
  • Attending regular coordination meetings with local stakeholders and maintain effective working relationships
  • Undertake other tasks requested by the Field Coordinator, Deputy Director of Programs or Country Director.                                                                                                                         Position Reports to: Senior Clinical Manager                                                                                                                                                                                                                  Position directly supervises: Psychosocial supervisor, Psychosocial Camp Based Assistant,

Job Requirements

Education:  

  • Degree in Psychosocial, Mental Health, Counseling or other relevant discipline

 

Work Experience

  • Minimum 2 years’ experience in psychosocial or mental health projects, preferably in a refugee setting
  • Have strong coordination, organizational and communication skills, a willingness to show initiative, and be able to solve problems independently;
  • Commitment to team work
  • Minimum 2 years’ experience in supervising staff
  • Monitoring and evaluation experience 
  • Demonstrated Skills and Competencies:  
  • Computer literate (minimum MS Word and Excel and preferably Access)

 

Language Skills:

  • Fluent in English – written and spoken, fluency in Burmese or Thai strongly preferred
