Background/ IRC Summary

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces

Job Overview/Summary:

The Senior Program Officer is responsible for creating, reviewing and editing all programmatic reports and carrying out monitoring activities for the Ratchaburi and Kanchanaburi offices. The Senior ProgramOfficer will work with senior project staff to ensure that all donor-required compliance expectations are met. The Senior Program Officer will assist the Field Coordinator and program managers with general grant management; program reporting; program monitoring and evaluation; establishing the necessary infrastructure to capture accurate program data; participating in the budget to actual reviews; and new project development. The Senior Program Officer will play a key role in representing the IRC with various stakeholders and entities.

 

Major Responsibilities:

 

Grant and Project Management

  • Assist project staff in day-to-day management of projects, coordination and project monitoring;
  • Actively participate in “budget to actual” meetings and make recommendations on program implementation strategies based on fiscal burn rates;
  • When requested by the Field Coordinator       or Deputy Director of Programs, take a lead role in the development, review, editing and presentation of written communications, including proposals, donor reports and inter-agency correspondence and intra-agency meeting minutes.
  • Undertake regular monitoring and evaluation of programs in order to ensure that they are in compliance with the grant agreement objectives, indicators and budget.
  • Assist project staff to establish systems that capture program performance data; Maintain a grants tracking database to ensure all grant files are organized and well managed for forward planning and preparation for donor report writing and project monitoring.
  • Ensure strategic goals are incorporated into IRC projects and proposals
  • Undertake other tasks requested by the Field Coordinator, Deputy Director of Programs or Country Director.

 

Community Liaison and Representation

  • Assist the Field Coordinator, Program Coordinator, Managers represent IRC externally as needed;
  • Prepare quarterly progress reports for the Ministry of Interior;
  • Assist with visitors, by arranging schedules and coordinating schedule;
  • Work with program unit and M&E coordinator on project progress or changes

 

 

Position Reports to: Field Coordinator

Position directly supervises:  N/A

Indirect Reporting: Clinical manager, Program Unit, M&E Coordinator 
 

 

Job Requirements:.

 

 

Education:

  • Degree in Social Study, Community Development, Public Health, or other relevant discipline

 

Work Experience

  • Experience with or knowledge of public health program and community-based organizations and/or demonstrated understanding of refugee community issues
  • Have strong coordination, organizational and communication skills, a willingness to show initiative, and be able to solve problems independently;
  • Proven experience in dealing and communicating with government agencies;
  • Commitment to team work
  • Monitoring and evaluation experience;

 

Demonstrated Skills and Competencies:

  • Computer literate (minimum MS Word and Excel and preferably Access)

 

Language Skills:

  • Fluent in English – written and spoken
  • Ability to communicate in Burmese, Karen an advantage
