Vacancy Notice

 

Position: Project Officer - Online Safety Project

Location: Bangkok (home based)

Duration: 1 year (fulltime or part time) renewal based on continued funding

Supervisor: Programme Manager

Start date: March 2018

 

Introduction

The ECPAT Foundation (EF) is a local Thai organisation based in Chiang Rai province in northern Thailand. The Foundation focuses its work on the elimination of all forms of sexual exploitation of children (online child sexual exploitation, sexual exploitation of children in travel and tourism, and the sale and trafficking of children for sexual purposes). It is the only organisation focusing solely on the sexual exploitation of children (SEC) in all its manifestations. The Foundation is the national member in Thailand of the ECPAT International Network.  

 

KindernotHilfe (KNH) and EF have a long-standing partnership working together to eradicate SEC. Their new project “The Child online Safety Project – Protecting Children from Online Sexual Exploitation” is a three-year program working on online child sexual exploitation. The overall objective of the project is to ensure children are safe from the dangers of SEC in today’s real and virtual world, as enshrined in the Convention on the Rights of the Child.

 

Primary Task

The Project Officer will be responsible for the implementation of the project, including technical and administrative support. The Project Officer aligns her/his tasks following the project strategy to ensure the project meets outlined goals, activities run smoothly and the project is a success.

 

Specific Responsibilities Include:

Project Implementation

  • Ensure the planning and implementation of the project ‘Online Safety Project: Protecting children from Online Sexual Exploitation’ is to the highest standard
  • Conduct advocacy activities in collaboration with CRC Thailand Coalition members
  • Lead the Task Force in quarterly meetings, delegating items for review among the members to produce an annual legislative agenda
  • Organise national consultations with stakeholders, rights holders and duty bearers
  • Develop advocacy materials, position papers, and an annual legislative agenda
  • Disseminate materials through events, including utilizing media and social media platforms to gain support for improvements in laws and policies.
  • Establish a good working relationship with representatives for the National Legislative Assembly
  • Facilitate a national campaign to build public support around new legislation
  • Identify children to take part in consultation processes, campaigns and other important tasks and events of the project
  • Establish a partnership with concerned government agencies and private sector in ICTs industry
  • Encourage internet service founders (ISPs) to facilitate their own campaigns against OCSE
  • Participate in Provincial/National events at the country and provincial level

 

Monitoring, Evaluation & Reporting

  • Develop quality project reports for submission to donors in line with EF and donor reporting guidelines.
  • Ensure alignment with the project goals and strategy of ECPAT Foundation
  • Analyze, share and appropriately utilize information gathered through project activities
  • Facilitate regular reflection meetings to ensure action in hurdles indicated in monitoring reports.
  • Identify good practices for sharing and documenting information.

 

Qualifications

  • Bachelor’s degree in international relations, human rights and other social sciences
  • Knowledge of child rights and/or SEC
  • Experience in programme management and monitoring and evaluation
  • Good communication and networking skills with government agencies, CSOs, private sector companies and other relevant stakeholders
  • 3-5 years of programme and/or advocacy experiences with NGOs
  • Fluency in written and spoken English and Thai
  • Ability to work independently and under pressure to meet tight deadlines
  • Enthusiasm and a good work ethic

 

Note: while EF is established in Chiang Rai, this Project Officer position will carry out most of the tasks at national level with stakeholders and sessions based in Bangkok. It is expected that the candidate will be working home based in the vicinity of Bangkok. For coordination meetings in Chaing Rai, EF’s travel policy and compensation will apply.
