Consultancy Description

This consultancy falls under the objective of promoting access to education services and specifically looks at the challenge of closure of MLCs in Mae Sot due to financial gaps. The overarching goal is to enhance the financial sustainability of participating MLCs and have a workable model that may contribute toward addressing the current funding gaps.

The expected outcomes are:

  • Participating MLCs implement a business plan which contributes toward reducing MLC funding gaps and enhances the financial self-sustainability of the MLC.
  • MLC staff, PTA members, students and local community members gain increased capacity in entrepreneurship, financial literacy and management skills, and business operation.

Objectives and Deliverables       

The consultant will deliver on the following objectives:

Objectives

1)     MLC’s directly participating in the project  have a clear and achievable plan to become financially sustainable, and MLC leaders participating in the project have a clear understanding of various funding sources, models, and options to increase their financial sustainability.

2)      A guidance package including practical tools is available for other MLC’s to use for planning financial sustainability.

3)     Participants in the project have developed strengthened financial planning skills

4)     The project may also increase participants’ income generation/livelihood skills if income generation projects are identified as the preferred and viable way to achieve the overarching financial sustainability goal.

5)     Specific actions taken to adapt/harmonize the program so it meets the needs of girls and boys in an equitable manner.

 Management

The consultant will report to the Expanding IMPACT Project Coordinator and work in close association with the Senior Education Specialist and the REACT Project Coordinator.

Time frame

April to 31 December 2018. There is potential to extend the contract.

Budget

The consultant is requested to submit the proposal and detailed budget with their application. The financial competitiveness of the fee will be considered in the selection process. Costs involved in the consultancy such as materials, travel, taxes, etc. should be included in the detailed budget. SCI Thailand expects an all-inclusive budget.

Qualifications

  • Bachelor or Master degree in a relevant area (e.g Economics, Livelihood, Finance, etc.)
  • Proven experience working with schools and communities, preferably related to action planning, income generation, aquaponics, agriculture, handicrafts, fair trade etc.
  • Proven experience of delivering workshops
  • Business or Marketing background
  • From Mae Sot or with strong understanding of this context
  • Fluent in Thai, Burmese and English
  • Keen interest in self-sustaining MLC’s or micro-finance
  • Reputation of professional conduct

The submission must address the terms of reference and include:

  • A cover letter explaining the candidate’s interest and suitability
  • A draft summary proposal of the research scope, design, methods, and field implementation approach
  • A detailed quote in THB detailed quote in THB and USD.
