The Jesuit Refugee Service (JRS) is an international non-governmental organization with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organization was founded in November 1980 and has a presence in over 50 countries. JRS undertakes services at national and regional levels with the support of an international office in Rome. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term wellbeing of refugees and displaced persons, while not neglecting their immediate or urgent needs. JRS offers opportunities to a wide variety of staff, local and international, while maintaining a realistic and localized scheme of salary/stipend, insurance, etc.

In Thailand, JRS manages 3 projects (URP, UEP, and MHS) spread throughout urban and rural areas serving refugees, asylum seekers, forcible displaced person, and people in detention. JRS Thailand has field offices in Bangkok and Mae Hong Son. Project Description:

JRS has been working with the Karenni Education Department (KnED) in Mae Hong Son’s two refugee camps since 1997. JRS partners with the KnED to implement and deliver educational services and training in the following areas: primary, secondary, special education, teacher training, curriculum development and management. It is currently providing assistance to around 4000 children and around 200 teachers in 8 primary schools, 5 middle schools and 2 high schools in two refugee camps. The primary goal of this support is to ensure the continuity of education while simultaneously developing the capacity of refugee educators for future self-sufficiency.

Role:

The JRS Teacher Trainer will work closely with other JRS education programme staff and KnED partners, particularly with Karenni Teacher Training and Curriculum Development Programme (KnTTCDP) Team, to support all aspects of management and training to improve the teaching quality of teachers.

Responsibilities:

Teacher Training

• To develop curriculum modules for teacher training.
• To provide on-going technical and logistical support to KnTTCDP as needed in the areas of teacher training.
• Together with KnTTCDP, to be responsible for planning, implementing and evaluating the in-service and pre-service teacher training programme on curriculum and teaching methodology.
• To provide appropriate training workshops in response to needs.

Monitoring and Evaluation

• To work closely with KnTTCDP team and KnED primary and secondary departments to monitor and assess the performance of teachers in the schools by having regular classroom observations.
• To offer assistance in lesson and programme preparation for those teachers with specific needs.

Capacity Building

• To support the KnED partners with active decision making and capacity development of staff; encouraging the direct implementation of activities by KnED staff in all areas of work whenever possible.
• To assist KnTTCDP team in planning, implementing, monitoring, and evaluating programme activities and trainings.
• To assist and train KnTTCDP staff in collecting and analysing accurate data, systematic filing and giving recommendations based on the data analysis.
• To assist and train KnTTCDP staff in writing proposals and monthly reports.
• To identify and provide information and training opportunities for camp staff to train teachers.

Finance/Admin

• To review purchased requests based on the needs and monitor financial reports regularly.

Communication/Reporting

• To communicate regularly with the Education Project Team members, reporting on all major issues and developments in the field.
• To submit monthly activity reports to the Project Director.
• To assist with the development of project proposals and reports (6-month and annual) according to JRS format as well as write other project reports as required, together with the project team members.

Representation of JRS

• To work closely with other education agencies such as the Thai Ministry of Education (MOE) or other non-governmental organizations (NGOs), which are providing education along the Thai-Burma/Myanmar border to improve the quality of teacher training.
• To actively participate in regular team meetings, partnership meetings, and head teacher meetings as necessary.
• To collaborate and coordinate with other JRS team members, community-based organisations (CBOs), and NGOs working in the camps.
• To cooperate with all KnTTCDP staff in implementing KnED policies and ensure good communication and a trusting relationship between JRS and KnED.

Managing the work of JRS at field level

• To safeguard the vision, identity, and unity of JRS at the project level.
• To know and understand well JRS policies and to implement them at the project level.
• To implement relevant aspects of the project according to the approved proposal.
• To provide staff with information on successful educational strategies and management systems to develop and strengthen the camp education system.
• To respect and consider cultural differences in all decision making by ensuring community responsibility and a participatory approach.

Required Qualifications/Experience:

• Prefer female applicants for the post of Teacher Trainer; qualified males can also apply
• Minimum bachelor’s degree in education or relevant field
• At least 2 years’ teaching and/or training experience; strong background and experience in Primary Level Teacher Training as well as Early Childhood Development training.
• Programme management experience, specifically: planning, monitoring, evaluation, data collection and assessment.
• Previous development experience and/or experience in limited-resource, challenging environments.
• Fluent in written and oral English and Burmese languages; proficiency in other ethnic language an advantage.
• Adaptability, patient and self-motivated with strong teamwork skills.
• Experience and exposure to the refugee situation helpful.
