Background:
Dreamlopments Ltd is a Thai-based social enterprise, a non-profit mission-driven company working on aid and development for underserved communities.
Dreamlopments is running in Tak province the Migrant Fund (M-FUND), a project of low-cost not-for-profit health insurance for migrants. The project started in August 2017, and is currently in a phase a scale-up in the project area.
We are looking for an experienced and dedicated Project Manager (PM) to coordinate the implementation and scale-up of the M-FUND project.
Job overview:
The PM coordinates all activities related to the program promotion, planning, implementation, expansion and monitoring in the areas of Mae Sot, Phop Phra and Mae Ramat in Tak province. He/she supervises a team of currently 10 persons (1 Project Officer (PO), 1 Medical Officer (MO), 8 Community Workers (CW)), and will lead the expansion of the team. He/she leads coordination of activities with all government and non-government partners in Tak province.
Reports to: The Dreamlopments’ General Director (GD), mainly based in Bangkok.
Main tasks and responsibilities:
- To coordinate on the ground the overall implementation of the project, and its expansion over the different project areas.
- Lead with the GD the monitoring and assessment of the program, as well as the strategic planning.
- Manage the team of CW with the PO, and organize the team according to the needs. Coordinate the recruitment and training of new staff for the program expansion.
- Actively promote and increase participation in the M-FUND through local events and Q&A (with the PO, MO and the CW).
- Oversee the quality of the data collection into the project platform.
- Assess claims related to medical care provided to M-FUND members (with the MO).
- Actively contribute to the cost control of referrals to Thai hospitals.
- Coordinate efforts with all stakeholders (with the PO, and MO).
- Act as a lead liaison with the local health facilities, with the PO and MO.
- Prepare monthly reports for the General Director (with the help of the MO).
- To lead regular team meetings.
- Participate to identify and build applications for new funding opportunities.
- Other assignments as requested by the GD.
Qualifications required:
Education:
University degree in public health, international development, social sciences, finance, or related fields. Additional qualification in micro-finance or micro-insurance a plus.
Work Experience:
- At least 5 years’ experience of project management, including experience in the specific management of development or assistance projects in resource-limited settings.
- Experience in management of health projects for migrants or refugees along the Thai-Myanmar border a strong plus.
- Experience in a project of health micro-insurance or microfinance a plus.
- Experience in managing or monitoring project budgets.
- Experience with electronic data management systems.
- Experience in analysis and synthesis of project data and indicators. Experience in developing project reports.
Skills and competencies:
- Fluent in English, and ideally in Thai and Burmese. Good command of Karen a strong plus.
- Positive attitude towards (health) micro-insurance schemes.
- Ability to effectively supervise and build capacity of team members.
- Ability to operate in a multicultural team environment.
- Good command of Microsoft Office tools, and other applications.
- Excellent planning and organizational skills, able to set priorities, as well as flexible.
- Excellent verbal and written communication skills.
- Energetic, highly motivated.
- Goal-driven, details and quality oriented.
- Able to work under strict timelines and pressure.
The position is open to Thai nationals, and non-Thais.
Working Environment:
The position is based in Mae Sot city, Tak Province, with frequent travel to the migrant communities in the districts of Mae Sot, Mae Ramat and Phop Phra. Regular travel to Myawaddy may be needed.
