Senior Procurement Officer (Based in Bangkok)

Position: Senior Procurement Officer
Assignment Type: Permanent contract
Location: Based in Bangkok
Job background: The Senior Procurement Officer will facilitate procurement process in compliance with operation procedures.The incumbent will be a focal point of sourcing and support both CO and RO requirements.She/He will coordinate to all departments and advice the appropriate vendors / consultants / service providers etc to meet with Plan’s requirements.
Moreover, this job holder has to assist the Administration Manager to liaison with the government agencies and / or any concerned funtions outside Plan to ensure that Plan has aligned with related local laws. Other aspects of the role include monitoring and assessing the annual Inventory management and budgeting. This position is based full-time in Bangkok with limited field travel.
Job purpose: Facilitate procurement process in compliance with operation procedures • Making professional decisions in a fast-paced environment • Review and analyze all vendors/ suppliers, supply and price options • Negotiate contract terms of agreement and pricing• Ensure that the products and supplies are high quality • Process and encode the CO and ARO purchase requisition, purchase order and suppliers invoice • Input onto SAP the procurement data needed by SAP system: requisition, purchase order, invoice (MIGO) for CO and ARO• Maintain sound relationship with suppliers and other relevant entities •Continuously review Subcontractor performance to ensure Subcontractor deliver on time and on budget• Provide a sound communication line with internal and external customers• Assist
Manager to become and remain knowledgeable about extant Purchasing Policies/ procedures and continuously monitor day to day activities to ensure compliance. Taking part in conducting the annual physical count of Plan assists• Monitoring and record for all inventory and fixed assets • Assist the Manager in asset acquisition and disposal.
Qualifications, Skills & Experience: Citizen of Thailand • Minimum three years of demonstrated professional experience in Procurement or similar position • Can keep confidentiality matters • Good Negotiation skill , Flexibility and Service-mind • Academic degree in relevant area • Strong team-building and facilitation skills • Good command of spoken and written English • Proficient computer skills e.g. Microsoft Office ,Internet, Outlook and experience in SAP system is would be advantage • Ability to multitask, prioritize, and manage time efficiently • Experience working with NGOs is an advantage • Team player, comfortable to work with people from different cultures.
