TITLE: Supply Chain Officer
TEAM/PROGRAMME: Support Services LOCATION: Bangkok
ROLE PURPOSE:
The goal of the Supply Chain Officer is to ensure an effective work force required by Save the Children International Thailand Country based on best practice standards and in compliance with the local legal procedures and Save the Children Supply Chain policies. The Officer also aims to maintain legal compliance of all procurement, logistics of the organisation, and to foster and maintain a positive and productive work environment for Save the Children.

Direct: Supply Chain Assistant
Indirect : Field-based supply chain support staff (currently: 1)
Budget Responsibilities: None
KEY AREAS OF ACCOUNTABILITY :
The Supply Chain Officer is responsible for the following tasks.
Office Management
- Supervise the Supply Chain function to ensure the smooth import of capital assets, and liaise with related government departments
- Prepare, submit, and follow-up on the bi-annual Ministry of Labor report
- Ensure the SCI Thailand office registration is renewed in a timely fashion.
Facilities Management
- Oversee the overall maintenance of the office premises, facilities assets and equipment (physical work environment) and ensure that these are secure and efficiently utilized
- Review and annually update all contracts and leases of Save the Children Thailand offices, currently in Bangkok, Mae Sot, Phang Nga and Pattani offices
- Ensure that phones systems function effectively and efficiently
- Ensures efficient, cost-effective Information Technology (IT) systems are in place and are in compliance with SCI policies
- Ensure adequate insurance cover and keep up to date with suitability and types of cover available
- Provide logistical support to staff, guests, visitors including partner organisations involved in SC activities
- Procure camp passes necessary for staff and guest visits to the temporary refugee shelters
Equipment Management
- Maintain an asset register and general programming equipment register for the country office
- Ensure all assets are managed according to SCI policy (tagged, registered, issued, disposed of correctly, etc.)
- Perform a yearly physical check of assets and provide the updated asset register to finance monthly
- Ensure assets are insured and safe to use
Procurement
- Oversee procurement activities providing advice and leadership where required
- Ensure a procurement tracker is updated by the Supply Chain Assistant and is accurate
- Ensure the SCI key performance indicators (KPIs) results are met including purchasing efficiency
- Establish a strategy for improving purchasing efficiency which includes the best use of framework agreement and preferred. vetted vendors
- Provide orientation, coaching, and ongoing training for staff and partners to ensure all are aware of SCI procurement and logistics policies and procedures
- Regularly monitor and check all offices’ compliance with SCI policies
Logistics and Stock Management
- Ensure logistic and administration support is timely and efficient; and ensure effective delivery of goods and services
- Facilitate filing of purchase requests, purchase orders, bid analysis, and other procurement related documents (both hard copies and e-copies) to comply with documentation requirements according to SCI and donor policy
- Be responsible for communicating with suppliers to obtain the quotes, specifications and quality information
- Ensure that due consideration is given to delivery scheduling and conditions including lead time to delivery, guarantees, packing, transportation, quality, penalties and returns policies when required
- Obtain written quotes from suppliers and service providers as necessary
- Ensure valid documentation of all logistic processes are follow by SCI standard
- Maintain the record of suppliers
- Ensure all suppliers and contractors are properly vetted through the SCI system
- Oversee and maintain procurement and logistics trackers bi-weekly
- Supervise the Supply Chain Assistant to manage sub-office stock in line with SCI system
Transport
- Ensure modes of transport used by staff are safe; such as rented vehicles have minimum safety standards, airlines with good aviation records are used and align with fleet management policy.

QUALIFICATIONS
- Thai Nationality
- Bachelor’s degree (preferably in Supply Chain, Logistics, Administration or other related fields)
- At least 4-5 years’ experience in a Logistics or Supply Chain position within an international organisation
EXPERIENCE AND SKILLS
Essential
- Strong management skills including analytical skills, judgement and decision-making
- Highly developed communication skills, both written and verbal, enable to establish effective relationships with a wide variety of internal and external audiences
- Ability to speak and write English to an effective working standard. Proven TOEIC score if any
- Ability to work collaboratively with HR and management colleagues at a global, regional and national level
Desirable
- Proven ability to work in a multi-cultural environment, understanding local and international religions and culture
- Willingness to travel locally and internationally
