Scope of Work FOR PROGRAMMER

Background

RTI through the Inform Asia: USAID’s Health Research Program is providing technical assistance to the national malaria program in Thailand and Lao PDR in the areas of knowledge management and capacity building. A key activity is to strengthen malaria surveillance and information system to ensure that evidence-based decision making. The programmer will have technical role in improving the malaria surveillance IT system to meet the requirements of the national malaria programs to conduct activities related to malaria surveillance, operational research, and monitoring and evaluation (M&E).

Consultancy Roles and Responsibilities

• Provide software design and development to support the Bureau of Vector Born Diseases (BVBD), Department of Disease Control (DDC), Ministry of Public Health (MOPH). Specific tasks to include, but not limited to, the following:
  • Collaborate with key staff to produce software designs.
  • Formulate program specifications and basic prototypes.
  • Transform software designs and specifications into high functioning code in the appropriate language.
  • Test code periodically to ensure it produces the desirable results and perform debugging when necessary.
  • Collaborate with technical writers to create documentation for user manual and user support.

Skills and Experience:

• Undergraduate or Master’s degree and/or equivalent experience in computer science, computer engineering, management information system, and/or other related fields.
• At least four years of experience working in software development.
• Ability to program in languages such as C#.NET, PHP, JavaScript, Crystal report.
• Experience in developing with relational databases, SQL command, MS-SQL Server.
• Proficiency with Microsoft Office Suite Applications. 
• Working knowledge of the Thai public health system preferred.
• Exceptional communications and interpersonal skills and ability to work within a multi-cultural environment.
• Must be proactive and independent, with good problem-solving skills
• Good English written skills, oral communication and presentation skills.
