Background/IRC Summary:  The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S, cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi and Mae Hong Son Provinces.

Job Overview/Summary:

The Livelihoods Officer will report directly to the Mae Sot-based Senior Livelihoods Manager to support the development, implementation, and monitoring and evaluation of IRC Thailand’s livelihoods programs in refugee camps and in urban areas where applicable. With oversight of the Senior Livelihoods Manager, the incumbent will work closely with: (i) field-based program staff primarily based in Ratchaburi and Kanchanaburi to ensure the integration of livelihoods activities into existing Health, Protection and Women’s Protection and Empowerment (WPE) programs; (ii) the Programs Unit in Bangkok to organize and implement initiatives according to program logical frameworks, and to serve as the linkage between Livelihoods program activities in Bangkok and the field. The Livelihoods Officer will be responsible for the execution of IRC Thailand’s livelihoods-related activities under the livelihoods portfolio, with guidance and direction from the Senior Livelihoods Manager, which includes/may include enterprise development, vocational training/certification programs, internship/employment initiatives, mentorship, cash/voucher programming, financial inclusion, micro-grant disbursements, agro-pastoralism and natural resource management, and other activities. The Livelihoods Officer will provide support and input into program reports and proposals as assigned by the Senior Livelihoods Manager

 

Major Responsibilities:

Program Implementation

  • Take the lead in implementing Livelihoods activities in Ratchaburi and Kanchanaburi and ensure alignment with project work plans and the overall Thailand country program strategy.
  • Coordinate with the Programs Unit in Bangkok and the Protection Community and Advocacy Liaison Manager to organize and implement program activities in partnership with the private sector and/or academic institutions as assigned.
  • Work closely with other program/operations field staff members to ensure the effective and timely implementation of activities under program work plans and logical frameworks.
  • Together with the Senior Livelihoods Manager, schedule regular monitoring and ensure modification of program activities as required, including addressing any problems that may arise.
  • Collect and maintain program data according to the Livelihoods program monitoring framework
  • Ensure financial spending and any related documents of activities implemented in Ratchaburi and Kanchanaburi are collected and compliant with IRC and donor policies.
  • Supervise and provide technical support to Livelihoods program camp-based staff in Ratchaburi and Kanchanaburi
  • Lead on logistical arrangements for Livelihoods program activities taking place in Bangkok.
  • Support the Senior Livelihoods Manager and Protection Coordinator in the preparation of program reports and other program documentation as required.

Coordination and Partnership

  • Serve as the Livelihoods program representative for refugee camps based in Ratchaburi and Kanchanaburi, as well as for activities conducted in Bangkok.
  • Maintain good working relationships and coordination with IRC teams, partners and other stakeholders in Ratchaburi, Kanchanaburi and Bangkok.

 

Key Working Relationships:

Position directly supervises:  
Camp-based staff in Ratchaburi and Kanchanaburi

Indirect Reporting:  Protection Coordinator and Field Coordinator (Ratchaburi)
Other Internal and/or external contacts:

Internal: Country Director, Deputy Director of Programs, Legal Assistance Coordinator, Women’s Protection and Empowerment (WPE) team, Programs and Sub-grants Unit, IRC Thailand field offices in other locations; Finance Unit; Supply Chain Unit

External: Local community-based partner organizations, civil society, non-governmental organizations, academic partners, and private sector partners.

 

Job Requirements:

  • Degree related to social sciences, social development or community development
  • Strong program planning, reporting, and monitoring and evaluation skills
  • Strong written and oral communication skills in English and Thai and/or Burmese/Karen; effective in representation and liaison with external parties
  • Must be capable of applying skills and knowledge in a range of capacities, including direct implementation and the transfer of technical knowledge and management skills to others
  • Computer proficient, with experience using Microsoft Word and Excel
  • Ability to analyze and synthesize complex materials and documents
  • Ability to be flexible and work in a fast-paced environment under regular deadlines
  • Ability to work effectively in a team as well as independently
  • Understanding of working in a multicultural environment
  • Must be willing to travel extensively to the field, both as assigned and upon the incumbent’s own initiative
  • Must have experience working in refugee camp
