BACKGROUND:
The IRC has a rich history of assisting refugees to apply for U.S. resettlement, from its founding in 1933 to help vulnerable individuals escape Nazi-occupied Europe, to pioneering the Joint Voluntary Agency which assisted Indochinese refugees for 22 years, to operations in Croatia, Sierra Leone and Sudan. Over the years, IRC has processed some half million refugees worldwide for U.S. resettlement.
Based in Bangkok with field offices in Thailand and Malaysia, the IRC Resettlement Support Center assists persons throughout East Asia seeking permanent resettlement in the United States. Operating in fifteen countries, the RSC prepares refugee applications for the U.S. Refugee Admissions Program, provides information to resettlement agencies about arriving refugees and offers cultural orientation training to those refugees bound for the U.S.
JOB OVERVIEW:
The Cultural Orientation (CO) Program Officer is responsible for assisting in the day to day oversight of the CO program. The CO Program Officer will take the lead in monitoring the quality control of CO related data in the Worldwide Refugee Admissions Processing System (WRAPS) to create and maintain CO schedules, call lists, classroom attendance sheets, and related documents for Thailand and Regional departures. This position will liaise with CO staff in Mae Sot, other RSC departments, and IRC Administration and Finance departments.
RESPONSIBILITIES:
• Oversee the scheduling of CO staff to all Thailand locations in coordination with the CO Coordinator, CO Managers, and Senior Trainers and maintain the staff location and leave calendar;
• Maintain physical and electronic administrative records related to CO activities including staff leave requests, class schedules, call lists, and other related documents;
• Ensure the accurate maintenance of Worldwide Refugee Admissions Processing System (WRAPS) database records including CO scheduling, list generation, post-CO data entry, and quality control;
• Communicate and work effectively and cooperatively with partner agencies including the UNHCR, IOM, the US Embassy, as well as Thai Royal Government offices, NGOs and CBOs as appropriate;
• Prepare statistical reports and assist with narrative program reports for submission to the CO Coordinator on a monthly and ad hoc basis, and ensure other CO monthly reports are sent to internal partners
• Maintain appropriate stock of all CO materials and keep updated material inventory records;
• Support CO team related to administration and finance;
• Facilitate sending of CO materials to regional cases and the acquisition of related documents for provision of CO at Immigration Detention Centers (IDC) in Bangkok and elsewhere in Thailand as needed.
• Become familiar with CO curriculum and implementation in order to conduct CO session for urban cases any location when necessary;
• Maintain a current understanding of the overall US Refugee Program and the resettlement issues related to CO;
• Perform other duties as assigned.
KEY WORKING REALTIONSHIPS:
Position Reports to: Cultural Orientation Manager, Bangkok
Position Works Closely With: CO Manager, Senior CO Trainers in Mae Sot, CO Coordinator
Position Coordinates With: other RSC and IRC departments and programs, and USRAP partners.
REQUIREMENTS:
• University degree in relevant field, or equivalent professional experience;
• Work experience in refugee resettlement processing a plus;
• Solid organizational skills with the ability to juggle multiple tasks, work independently, detailed oriented, set priorities, effectively manage time and meet deadlines a must;
• Proficiency in database management and Microsoft Office programs (Word, Excel, PowerPoint and Outlook);
• Excellent interpersonal skills; empathy and ability to work effectively with colleagues and partners in a cross-cultural, multi-disciplinary environment;
• Experience delivering information to small groups or willingness to develop skills in this area;
• Flexibility and the ability to work well under pressure in a fast-paced team environment;
• Excellent English and Thai language skills.
WORKING ENVIRONMENT:
The position is located at the RSC office in Bangkok and is primarily office based with the exception of conducting Cultural Orientation at any location when necessary to cover for Bangkok-based CO Manager.
